The Pechersk Court has reinstated Klychko’s "right hand" in the KCSA

Mykola Povoroznyk, the first deputy mayor of Kyiv, who was suspended from his position by a decision of the Kyiv City Council on June 10, 2025, found a way to overturn this decision. The Pechersk District Court of Kyiv decided so and even prohibited the city council or the Kyiv City State Administration from taking any actions aimed at implementing the decision of the deputies. With this elegant move, Povoroznyk regained his seat in the city administration, and Vitaliy Klychko regained one of the key players in city management.

About the resonant decision of the Pechersk District Court of Kyiv announced on Facebook Hennadiy Kryvoshey, the head of the Public Council at the Kyiv City State Administration. According to him, the court satisfied the application of Mykola Povoroznyk’s lawyer on July 11, exactly a month after the Kyiv City Council session, at which the deputies criticized Klychko’s "right hand" and initiated the procedure for his suspension. The decision of the Kyiv City Council, as Kryvoshey notes, was recognized as illegal and canceled, and the court also prohibited the city council and the Kyiv City State Administration from taking actions aimed at implementing it.

"This concerns access to the office premises, use of municipal property, transport, etc. Thus, in fact, the first deputy mayor can return to work," noted Hennadiy Kryvoshey in his post.

He also reminded that the Kyiv City Council still has 15 days to appeal the decision. Therefore, much depends on the position of the local government body itself: lawyers may choose not to appeal, agreeing with the ruling of the Pechersk court.
