Vitrenko accused Klychko of sabotaging the Kyiv City Council’s decision regarding Povoroznyk’s dismissal
The Mayor of Kyiv and the Kyiv City Council apparatus sabotaged the effective appeal and prevention of the court decision by which the first deputy head of the Kyiv City State Administration, Mykola Povoroznyk, was de facto reinstated in office. The Pechersk Court opened proceedings and even secured the official’s claim, meaning it suspended the Kyiv City Council’s decision of no confidence towards Povoroznyk. These conclusions were made by one of the authors of the "no confidence" motion against Klychko’s deputy, the head of the "Servant of the People" faction in the Kyiv City Council, Andriy Vitrenko, based on the official’s court victory.

Vitrenko shared his assessment of the situation on social media. According to him, the situation in which the Pechersk Court suspended the Kyiv City Council’s decision to remove Mykola Povoroznyk from his position as deputy mayor of Kyiv occurred due to the stance of Vitaliy Klychko himself. He failed to execute a number of actions to fulfill the City Council’s decision of no confidence in the first deputy mayor.
What led to Povoroznyk’s reinstatement:
- The mayor did not submit a petition to the Cabinet of Ministers for dismissal;
- He delayed, allowing the deputy to simultaneously file two lawsuits;
- He did not ensure the submission of an appeal by Kyiv City Council lawyers against the decision of the Pechersk Court.
Vitrenko also explained that in addition to the lawsuit filed with the Pechersk District Court of Kyiv, there was another one with the Kyiv Administrative Court. However, its judges decided to leave Mykola Povoroznyk’s claim unconsidered, whereas the Pechersk Court made a decision that essentially reinstated Klychko’s deputy in position.
Andriy Vitrenko believes that the actions or inactions of the mayor show signs of a conflict of interest violation. The physical manifestation of this was the refusal of Kyiv City Council lawyers to challenge the lawsuit in the Pechersk Court - this, according to the deputy, is further evidence of the city council apparatus’s subordination to the mayor’s vertical, which sabotages the implementation of the decision adopted by 74 deputies of the Kyiv City Council.
"This is open destruction of local self-governance. This is a story about how Mayor Klychko turned Kyiv into a feudal domain where the decisions of the deputies are completely ignored, and an attempt to crush any independence in the Kyiv City Council," Vitrenko noted in his post.
However, the deputy promised that an appeal will still be filed by the city council apparatus. And the deputies will carefully monitor to ensure their decision - that is, the will of the Kyiv community - is defended in courts, at Kyiv City Council sessions, and in the public field.
