In mid-July, the National Anti-Corruption Bureau conducted searches at the residence of the former deputy head of the Presidential Office, who oversaw economic issues in President Zelenskyy’s Office, Rostyslav Shurma, in the suburbs of Munich, Germany.

"According to UP’s interlocutors among members of parliament, on the morning of July 15, Shurma called a high-ranking employee of the President’s Office and reported that NABU detectives, together with German law enforcement, conducted searches at his residence in the suburbs of Munich and seized his phone."
It is noted that this occurred almost immediately after the scandal subsided around the highest-ranking member of the Cabinet of Ministers, whom NABU and SAPO "suspected" of corruption, Oleksiy Chernyshov.
According to journalists, the searches at Shurma’s residence became one of the final straws for the president, who publicly accused NABU and SAPO of "inefficiency" a week later and signed a law that significantly limited the independence of these bodies.
"The President’s Office is concerned that German law enforcement officers are involved in the investigative actions at Shurma’s house, who, as is known, do not agree to such measures without thoroughly verifying all necessary legal grounds. Given that the figures involved are abroad, the case is acquiring international dimensions. And while Ukrainian detectives and prosecutors can be discredited or controlled with the help of parliament and the prosecutor general, German ones cannot," the article states.
According to sources in UP within law enforcement agencies, both Shurma brothers (Rostyslav and his brother Oleh, who was a figure in a Bihus.Info investigation on the state paying for electricity to his solar stations located in occupied territory. A month after the publication by Bihus.Info, it became known that NABU is investigating state payments to Shurma’s orbit’s occupied stations, - ed.) currently reside abroad and do not return to Ukraine.
Rostyslav Shurma moved to Germany as a father of three minor children. His brother Oleh received the same reason for crossing the border after the birth of his third child.
According to UP sources, Rostyslav Shurma attended the Ukrainian Reconstruction Conference in Rome on July 10–11.
