After criticism from the EU and IMF over attempts to limit the independence of NABU and SAPO, President Volodymyr Zelenskyy proposed a new draft law. Speaker of Parliament Ruslan Stefanchuk assured that the document is balanced and does not threaten the support of partners.

Chairman of the Verkhovna Rada Ruslan Stefanchuk commented on the presidential draft law ¹13533, which introduces changes to the powers of the anti-corruption bodies NABU and SAPO. The Speaker of Parliament emphasized that the independence of such institutions is important. At the same time, it should not turn into permissiveness.

"There cannot be uncontrolled bodies in Ukraine, so it is necessary to be independent, but not independent from the law, from vision, and from, let’s say, Ukraine’s victory," Stefanchuk said on the air of the TV channel "We - Ukraine".

According to him, the draft law is aimed at two tasks: guaranteeing the independence of NABU and SAPO and protecting them from potential influence from the Russian Federation on Ukrainian officials. At the same time, Stefanchuk emphasized that this will not affect the financial support from international partners:

"Any financial support for Ukraine is not for the financial support of institutions or anything else. It is intended for the financial support of processes. Processes in the fight to maintain democracy, processes related to the defense of our country. But it means that all actions must be understandable to our partners."

The draft law ¹13533, proposed by President Volodymyr Zelenskyy on July 24, essentially cancels part of the innovations adopted earlier by law ¹12414, which provoked a wave of criticism from Western partners. People’s Deputy from the "Servant of the People" Olena Moshenets called the document balanced and agreed upon with all law enforcement agencies. The goal is its swift adoption by Parliament.
