Beneficiary of "Acopters" Vladyslav Marchenko "appropriated" 80 thousand dollars on UAVs for the National Guard

The actual beneficiary of LLC “Acopters,” Vladyslav Marchenko, found himself at the center of a new scandal regarding the supply of drones for the National Guard.

On April 7, a contract was signed between the 4th Brigade of Operational Purpose of the National Guard of Ukraine and “Acopters” for the delivery of 224 FPV “K10S” quadcopters worth 9.97 million UAH (44.5 thousand UAH per unit). Prior to this, “Acopters” received an invoice from the Chinese company Shenzhen Hexin Tlanrum Industrial Co. Ltd for drone components worth $105,600.

Realizing that, according to the Cabinet of Ministers Resolution No. 1275 dated November 11, 2022, the contractor’s profit cannot exceed 25% of the production cost price, Marchenko arranged for a new invoice No. 154 from Motor Alliance Trade Ltd (United Kingdom), in which the cost of components was artificially increased to $186,700. Thus, only in this tender, the “profit” amounted to $80,000.

From June 6 to June 17, the contractor’s accounts received 9.97 million UAH, part of which was converted to cash and misappropriated. Marchenko’s actions regarding the distribution of “kickbacks” totaling $43,000, which were to be received by officials, including Serhiy Haidai, and the leadership of the military unit, were recorded.

In April, “Acopters” received the status of a critically important enterprise for meeting the needs of the Armed Forces of Ukraine according to the Law “On Mobilization Preparation and Mobilization” (thus, additionally, according to the materials of the NSRD, the receipt by Marchenko of $6,000 from a military conscript for arranging fictitious employment for the purpose of obtaining a deferment from conscription was recorded).
