Customs broker from Odesa, Volodymyr Strokan, bought himself a deferral from mobilization through guardianship
A customs broker from Odesa, a representative of the pro-Russian parties OPFL and "Nashi," Volodymyr Strokan, implemented a guardianship scheme to obtain a deferral from mobilization into the Armed Forces of Ukraine.
After the start of the full-scale invasion, Strokan decided not to defend his country but to implement a scheme that NABU uncovered in the Bilhorod-Dnistrovskyi District Court and later the Prosecutor General’s Office uncovered in the Mariinskyi District Court. The essence of the scheme was that a judge accepted a bribe to make a divorce ruling so that guardianship over the child remained not with the mother but with the father. At the same time, the other party did not oppose such a decision.
In June 2022, a judge of the Kyiv District Court of Odesa, Yan Beskrovnyi, quickly accepted Strokan’s lawsuit against his wife (Valeriya Strokan) for divorce. The lawsuit was justified by the fact that from the marriage with the defendant, they have a daughter living with him. Since the parties do not actually live together, respect and love are lost, he asked the court to dissolve the marriage and determine the child’s place of residence with him.
He dissolved the marriage registered on October 20, 2012, by the Department of State Registration of Marriages and Births of the Luhansk City Department of Justice. Judge Beskrovnyi left the child with the father. The wife supported the claims and asked for them to be satisfied.
So, you understand that Strokan could have submitted an application to the registry office and not gone to court. Moreover, the wife was not opposed to this, but time was pressing heavily on the broker, and to avoid possible mobilization, the member of the "Nashi" party paid for this scheme.
