Klychko dismissed the Director of the Department of Transport Infrastructure of the Kyiv City State Administration, Ruslan Kandybor

Kyiv City Mayor Vitaliy Klychko has dismissed Ruslan Kandybor from the position of Director of the Department of Transport Infrastructure of the Kyiv City State Administration (KCSA). He was dismissed "by mutual agreement," and the decision will take effect on September 10.

As reported by KV, this is stated in a report by the "Interfax – Ukraine" agency.

The agency refers to Order No. 730 dated September 4, 2025, signed by Klychko, a copy of which was obtained by "Interfax – Ukraine."

"Dismiss Kandybor Ruslan from the position of Director of the Department of Transport Infrastructure of the executive body of the Kyiv City Council (Kyiv City State Administration) on September 10, 2025, by mutual agreement," – media outlets quote the text of the order.

As of 19:40 on September 5, Order No. 730 dated September 4, 2025, has not been published on the official website of the KCSA.

As a reminder, on July 18 of this year, the Holosiivskyi District Court of Kyiv suspended the Director of the Department of Transport Infrastructure of the KCSA from performing official duties for two months. The decision was made in the case concerning an emergency situation in a metro tunnel and the closure of traffic on the section between the "Lybidska" and "Teremky" stations. Earlier, on July 10, law enforcement reported a suspicion to "the director of one of the departments of the Kyiv City State Administration (KCSA)."

On December 8, 2023, the KCSA announced the closure of metro train traffic on the section between the "Lybidska" and "Teremky" stations due to the urgent need for repairs in the inter-station tunnel between "Lybidska" and "Demiivska." The Kyiv City Prosecutor’s Office reported the initiation of a pre-trial investigation into official negligence that caused serious consequences (Part 2 of Article 367 of the Criminal Code of Ukraine).

In the summer of 2024, law enforcement officially reported suspicions to two officials of the Municipal Enterprise "Kyiv Metropolitan," who, according to the investigation, committed official negligence in their work, which led to this emergency situation. Among them is the chief engineer of the enterprise, Viktor Vyhovskyi, who, after the dismissal of the controversial Viktor Brahinskyi, acted as the head of the "underground." This enterprise is subordinate to the Department of Transport Infrastructure of the KCSA, which has been headed by Ruslan Kandybor since September 1, 2021. The activities of this structure have been personally overseen by the head of the capital, Vitaliy Klychko, since November 9, 2021.
