Third suspicion for the head of Kyiv City State Administration: Zahumennyi considers it an attempt at political discreditation
The Head of the Kyiv City State Administration Office, Dmytro Zahumennyi, claims that all business trips he undertook to EU countries during 2023-2024 were exclusively official in nature. This is how the official responded to the suspicion notice served to him on Tuesday, September 30, 2025, accusing him of forging invitations from the countries he visited (Spain and Italy). The official states that he was not given the opportunity to provide explanations and suspects law enforcement of attempting to discredit him in the eyes of the public.

Regarding his stance on the suspicion notice, Dmytro Zahumennyi shared his thoughts on Facebook. He states that, according to the text of the document, he allegedly "at an unspecified time, in an unspecified location," entered into a "conspiracy with an unidentified person" and forged documents in an "unspecified manner."
"I was not given the opportunity to provide explanations before the suspicion was served—explanations that would immediately demonstrate the absence of any violations in my actions. I emphasize: all my business trips were exclusively official in nature. All supporting documents are available and will be publicly provided during the pre-trial investigation," Dmytro Zahumennyi asserts.
At the same time, the position of the official’s lawyer, Yuriy Radziyevskyi, was also made public. In addition to what Zahumennyi stated, he added that the Head of the Kyiv City State Administration Office has documentary and photographic evidence of his visits, which he promised to provide to investigators.
Zahumennyi associates the emergence of this suspicion—the third in his "collection" as the Head of the Kyiv City State Administration Office—with an attempt at personal discreditation due to his "consistent stance." He specifically refers to the political component, highlighting several of the most pressing problematic issues that, in his opinion, indicate the suppression of local self-governance (the withdrawal of 8 billion UAH from Kyiv’s budget, the inefficiency of the "Clear Sky" program for shooting down enemy UAVs, etc.).
It should be noted that Dmytro Zahumennyi is a rather important figure in Kyiv’s leadership. He signs internal documents at the Kyiv City State Administration/Kyiv City Council, and without his "approval," decisions of the Kyiv City Council cannot be implemented. Thus, the current suspicion may be another episode in the political confrontation over Kyiv.
