The head of Volyn Customs, Dmytro Stasenko, has hidden his declarations: he submitted a request to the NACP and asked to remove data about himself, citing that his wife is a military service member, although a few years ago he was married to an employee of Kyiv Customs.

Journalists managed to find the customs officer’s new wife, thanks to whom he has the opportunity to hide his declarations from journalists and the public. It turned out that she is a young Kyiv resident who, until recently, worked as a trainer.

While Dmytro Stasenko hides his declarations, his father Ihor, who works at the Office of the President, is forced to disclose his assets. It turns out that a parking space and a large apartment in one of the most expensive residential complexes in the capital, "Pechersk Plaza," are registered under his name. This comes despite the fact that just a few years ago, a Toyota Land Cruiser Prado 150 (currently worth about $50,000) was also registered under his name.

How a top official hid his declaration in the registry

Dmytro Stasenko has worked in the public sector his entire life and has submitted his declarations for many years. As recently as 2023, both Stasenko and his then-wife, an employee of Kyiv Customs, Maya Ryzhevska (head of the customs clearance department No. 1 at the "Vyshneve" customs post), filled out declarations.

However, in 2024, Stasenko disappeared from Ryzhevska’s declaration. And after his appointment as head of Volyn Customs, all of Stasenko’s declarations vanished from the NACP declaration registry. "The declaration was closed due to his wife being a military service member," reported Valentyna Chernysh, the press secretary of the customs, to local media.

Indeed, military service members have the right not to publish their declarations. The document must include the income of spouses, so if a husband or wife is in the military, they have the right to hide their declaration. However, not everyone takes advantage of this opportunity. For example, in the NACP registry, one can find declarations of MPs whose husbands are fighting, as well as thousands of female officials who list military units as their husbands’ workplaces.

Considering that Maya Ryzhevska, who until 2023 listed Dmytro Stasenko as her husband, continues to publish her declarations, it is likely that the customs officer must have divorced, married for the third time (Maya was his second wife), and only then used the status of his new wife to hide his declarations.

Journalists managed to establish the name of Stasenko’s new wife, thanks to whom he hides his declaration. This is Valentyna Stasenko (maiden name Fedko). Until recently, she worked as a physical training coach at FC "Katîk." The team’s page states that the club was only founded in 2022.

In the GetContact service, it can be seen that the woman signed up for individual stretching classes, and she was also listed several times with the abbreviation SBU. Journalists at the Security Service of Ukraine were told that the woman’s entire family is closely connected to the SBU. Both her father and mother worked at the Service. Interestingly, her father was registered as a mechanic, and her mother worked in the military-medical department of the special service. Notably, before the full-scale war, Valentyna’s parents published their declarations in the NACP registry.

For example, in 2021, her father earned about 16,000 UAH monthly. Her mother, at that time, was already retired. How the publication of the customs officer’s declaration, which would state that his wife receives a salary from a military unit, could affect his family remains unknown.

By the way, Dmytro Stasenko has worked in customs authorities since 2005 (when the official was just over 20 years old). After that, there were periods when he worked for several years at the Service Center of the Ministry of Internal Affairs and in the structure of the State Administration of Affairs. However, he never left the public sector.

In response to journalists’ inquiries, Volyn Customs explained why he was excluded from the public part of the NACP declaration registry. Below, we publish the response verbatim:

"The removal of Dmytro Stasenko’s declaration from the public part of the Registry was carried out even before he assumed the position of head of Volyn Customs and is in no way related to it. Therefore, this cannot be interpreted as an attempt to hide assets, the acquisition of which could be linked to his appointment to the aforementioned position. The restriction of access occurred solely on the basis of legally provided grounds, in particular due to the status of a family member of the declarant.

At the same time, we emphasize that in this case, the removal of the declaration from public access is the full right of Dmytro Stasenko, as provided by current legislation, and is in no way aimed at concealing income or avoiding financial transparency. All declarations remain in the Registry and are stored in accordance with the procedure established by law.

Additionally, we note that Dmytro Stasenko’s financial situation during the period when the declaration was restricted from public access changed solely due to the accrual of wages and the sale of movable property that was acquired before his appointment to this position."

Father – at the Office of the President

In 2023, Maya Ryzhevska declared a 43.3 sq. m apartment in Kyiv, as well as her husband’s Kyiv apartments of 103 sq. m and 42.7 sq. m. Additionally, in 2023, Stasenko purchased a 2020 Nissan X-Trail. At that time, Stasenko worked at a regional service center in Kyiv and officially earned only 37,800 UAH per month. In the 2024 declaration, Maya listed only her apartment and car. Her husband disappeared from the document.

Significantly more property is registered under the customs officer’s father – 64-year-old Ihor Stasenko. He works as the head of the documentary support department at the Office of the President. Recently, the official declared a parking space in one of the most expensive residential complexes in Kyiv, "Pechersk Plaza" (52nd Pearl).

Last year, the customs officer’s father became the owner of an almost 90 sq. m apartment in the same residential complex. Apartments of this size in this complex, even without renovations, are sold for prices starting at $220,000. This is in addition to the fact that in 2023, a house near Kyiv (in the town of Vorzel) with an area of 211 sq. m was already registered under the customs officer’s father. In the Vyshhorod district, the family of the Office of the President employee also owns a house of 311 sq. m.

Furthermore, in 2021, the customs officer’s father bought a brand-new Toyota Land Cruiser Prado 150. Ihor Stasenko has been working on Bankova Street for more than a decade. On the website of the President, his name is mentioned in documents signed by the then-President Yanukovych.
