Former director of the Dnipropetrovsk Research Institute of Forensic Science, Serhiy Rozumnyi, is suspected of illicit enrichment
The former director of the Dnipropetrovsk NDISE of the Ministry of Justice, Serhiy Rozumnyi, is accused of corruption.
Serhiy Rozumnyi was appointed to the position of the institute’s director without a competitive selection process and effectively turned the state institution, which was supposed to document damages from Russian aggression, into a means for personal enrichment. During his leadership, the conduct of forensic examinations was deliberately delayed, obstacles for investigations were created, and priority was given to orders with commercial interest.
It was established that under his leadership, forensic examinations were intentionally delayed, obstacles were created for investigations, and priority was given exclusively to profitable orders. Through associated structures, such as the NGO "Public Initiative of Smart Solutions," budget funds were siphoned off, laundered, and converted into cash. The scheme operated with the tacit consent of the leadership of the Ministry of Justice and the NACP, who did not respond to apparent violations.
Rozumnyi is involved in criminal case No. 12025040000000939 from September 19 under Article 368-5 of the Criminal Code of Ukraine (illegal enrichment).
With an official salary of about 50,000 UAH per month in 2024, his family owns apartments in Kyiv worth over 5 million UAH, a collection of Rolex watches worth 125,000 euros, a new Porsche Cayenne (2042), and millions of hryvnias in cash, which clearly does not correspond to the declared income.
