From Takhtay to Karplyuk: the SBI is investigating the scheme of withdrawing 0.97 hectares of land from the security police, on which LLC "Alfa-Bud" is constructing the residential complex "Favorit Premium"
A company associated with former Irpin mayor Volodymyr Karplyuk and former officials of the police security department carried out a scheme to withdraw a land plot of the disbanded State Security Service from state use for the construction of the Favorit Premium residential complex.
How was the scheme implemented? In 2013, the head of the state security service department at the Ministry of Internal Affairs of Kyiv region (the predecessor of the UPO in Kyiv region) raised the issue of providing housing for employees.
This issue was revisited in March 2016, when ATO participants were added to the list of police officers. Vasyl Klymenko, the head of the department, appealed to department head Serhiy Budnyk with a request to consider the issue of granting permission to allocate a part of the plot with an area of 0.97 hectares for housing construction at the address 23 8 Bereznia Street, during a meeting of the balance commission.
There was some logic in this since the administrative building of the Irpin Inter-district UPO Department occupied a small area. Budnyk turned to Deputy Minister of Internal Affairs Oleksiy Takhtay (who was under suspicion) with a request to approve the transfer of the plot to the management due to the liquidation of the DSSO to prevent the loss of the plot. He also proposed studying the issue of finding an investor for the construction of a multi-apartment residential building, to which he received approval.
And by August, such an "investor" was found. It was LLC "Construction Investment Company "Alfa-Bud". The company approached the police security department with a proposal to invest funds in the construction of a modern residential block with public infrastructure facilities on the land plot.


Just a few days later, a contract was signed between the police security department in Kyiv region and the company, according to which the department provides part of the land plot (3210900000:01:028:0009) for development to implement this contract.
"BIC "Alfa-Bud" is a company under LLC "Investment Group "Molodist", where the founders are former Irpin Mayor Volodymyr Karplyuk and developer Anton Myronchuk.


And here’s what’s interesting - the building has still not been put into operation. Moreover, the police security department has lost its right to the land plot.
The construction was accompanied by scandals back in 2019. The media wrote that the initiator of the transaction was Vasyl Kozachok, head of Irpin UPO. After Budnyk was detained, the department was headed by Oleksandr Havrylyuk from the Rivne region. The latter started personnel changes and transferred his people from Rivne closer to Kyiv, and Kozachok was allegedly not fired because he promised to provide 10 apartments.
Further on, in June 2021, a private notary from Kalush district, Ivano-Frankivsk region, Svitlana Kotelko, changed the user of the plot from police security to the defendant – LLC "BIC "Alfa-Bud".
This marked the beginning of an investigation into criminal case No. 12022111040000173 under part 2 of article 361 and part 3 of article 365 of the Criminal Code of Ukraine, which was opened in February 2022. The investigation resumed only last year.
The police security department has already taken the developer to court to declare the notary’s decision illegal and cancel it, cancel the registration of permanent use rights, and restore the right of permanent use. However, the Commercial Court of Kyiv region sided with the developer.
The plot was transferred to the police security department (as the successor of the State Security Service) based on state act series YY No. 152640 from 2006 for servicing the administrative building, garages, and gas station. The plaintiff transferred the plot to LLC "Alfa-Bud" based on an agreement for development, as confirmed by the acceptance-transfer act in 2016. The contract has not been terminated or declared invalid, and the change in the intended use and the start of construction by the respondent were agreed upon with the plaintiff.
Currently, finishing works are underway at Favorit Premium, and the cost per square meter starts at 47.7 thousand hryvnias. There is no information yet on whether the police security department has received apartments from the developer.
