Former head of the STS Katrushyn attempted to misappropriate 2.5 million hryvnias from a business partner through the court
The former head of the Eastern Regional Office of the State Tax Service, Bohdan Katrushyn, attempted to misappropriate 2.5 million hryvnias from his business partner Nikiforov.
To achieve this, in 2020 he filed a lawsuit in the Shevchenkivskyi District Court of Kyiv for the recovery of a debt amounting to 4.8 million hryvnias based on a promissory note from Nikiforov. The judge approved a "settlement agreement." The funds were transferred on time, but due to the onset of the war, some payments were delayed. In December 2023, a private executor of the Kyiv enforcement district, Mariya Fesyk, initiated enforcement proceedings for the compulsory execution of the ruling.
Fesyk stated that 1.56 million hryvnias and her remuneration of 156.5 thousand hryvnias needed to be recovered. The businessman paid everything the next day. On December 6, Fesyk issued a decree ending the enforcement proceedings, but revoked it the following day, stating that she had not accounted for the recovery of monetary penalties, inflation index, and 3% annual interest on the overdue amount. She calculated 3.5 million hryvnias and requested the seizure of movable and immovable property for 2.14 million hryvnias. On December 20, 78,000 hryvnias were deducted from the businessman’s account according to the aforementioned enforcement proceedings.
Fesyk grossly violated the enforcement procedure, which was recognized by a resolution of the Kyiv Court of Appeal on March 25, 2025. Currently, there is a criminal case registered against the executor’s actions under Part 2 of Article 367 of the Criminal Code of Ukraine.
