Tetyana Mostepan will head the Kyiv Health Department
A new appointment is being prepared in Kyiv: Tetyana Mostepan will head the city’s Department of Health. The position became vacant recently after Valentyna Hinzburg, the long-time head of the city’s health department, retired – at least, that’s how her dismissal was officially framed. The new head currently works as the chief doctor of Kyiv Municipal Clinical Hospital No. 4 in Solomianka and ran for Kyiv City Council with UDAR in 2020.

"I want to be useful to Kyiv"
Tetyana Mostepan herself announced the proposal to head the Department of Health on Facebook. She says she was approached as the head of the multidisciplinary Kyiv Municipal Clinical Hospital No. 4 (17 Solomyanska Street). Judging by her post, she has already agreed to the idea.
"I understand that this is a great responsibility and a new level of challenges for me. But I sincerely want to be useful to Kyiv: to apply my experience, managerial decisions, and the innovations we have successfully implemented in our clinic for the benefit of the development of the capital’s medicine and in the interests of Kyiv residents," Mostepan noted in her post.
Ms. Tetyana writes that she did not accidentally tie her professional life to medicine – and she is well acquainted with the managerial hierarchy in municipal institutions. She promises to make decisions "openly, professionally," and with respect for everyone who "creates the capital’s medicine" and for patients.
"I know very well: behind every managerial decision stands a specific person – a doctor, a nurse, a patient. And they are the main purpose of all our actions," Mostepan added in her post.
The new head of the city’s Department of Health writes that the decision on her appointment was already made on October 15, 2025. For now, she will manage the Department with the status of "acting." Interestingly, Mostepan is considered "one of their own" by the city authorities in Kyiv. Thus, during the local elections in 2020, she ran for Kyiv City Council with Vitaliy Klychko’s UDAR party in District No. 12 (Solomyanka), but did not become a council member. And already in July 2025, the newly appointed head of Solomyanska District State Administration, Serhiy Movenko, visited Kyiv Municipal Clinical Hospital No. 4.
"I met the head of the institution – Tetyana Mostepan. Her dedication to the cause, energy, and desire to make the clinic even better are truly impressive. I always say: I will support those leaders who are truly passionate about their work. Tetiana Mostepan is exactly that kind of person. I also ask the Kyiv authorities to pay attention to this clinic and support its development," Movenko, known for his harsh communication style, particularly with the homeless, showered the hospital head with "verbal praise."
Two apartments and a not-so-new AUDI
According to her declaration, Tetyana Mostepan lives in Sofiivska Borschahivka near the capital with her husband Oleksandr and son Volodymyr. She owns two apartments, one of 103.5 square meters (since 2021) and another of 83.5 square meters (since 2015). She also uses another apartment of 69.9 square meters under shared partial ownership (holding 20%). Additionally, among her real estate, the new head of the Department owns a land plot of 802 square meters, though its location is unknown.
The official uses an AUDI Q5 from 2015, which is owned by her husband, Volodymyr Mostepan. In 2024, she earned 338.6 thousand UAH at Kyiv Municipal Clinical Hospital No. 4, while her husband earned 196.5 thousand UAH at Kyiv Municipal Clinical Hospital "Vyshneve City Hospital." The family also received a sum of just over 20 thousand UAH in reimbursements from trade unions and dentistry in the Dniprovskyi district (this was her husband’s honorarium). The Mostepans keep their savings in accounts at several banks – on "Monobank" cards, as well as in PrivatBank and PUMB.
