Russian citizenship, counterfeit fuel, and undeclared millions: what is MP from "Batkivshchyna" Anastasiya Orlova hiding
Deputy of the Obukhiv District Council of Kyiv Region from Yuliya Tymoshenko’s "Batkivshchyna" party — Anastasiya Orlova — is involved in several criminal proceedings related to the submission of false declarations and the trade of substandard fuel through her company, LLC "Sofia Oil."
In addition, she was involved in a long legal battle over a luxurious estate in Khodosivka with a prosecutor from the Office of the Prosecutor General, Dmytro Petrov, but lost the case.
Legal battles with the Prosecutor
The conflict between Orlova and Petrov began after the end of their personal relationship. From 2014 to 2018, they lived together, traveled abroad — to Lithuania, Croatia, Austria — and jointly built an estate in the village of Khodosivka.
On August 19, 2014, they purchased the first plot of land with an area of 0.0838 ha (cadastral number 3222487000:04:002:5013). According to Orlova, by mutual agreement, Petrov was listed as the owner, as she trusted him.

In 2015, the couple acquired two more adjacent plots — 0.0814 ha (No. 0276) and 0.083 ha (No. 0297), and in 2018, all three were merged. During this time, they built two residential houses, put them into operation, and purchased several vehicles — Toyota Land Cruiser Prado (2012), BMW, Mercedes-Benz, Toyota Corolla (2016), Toyota RAV-4 (2017), as well as a trailer, ATVs, and a jet ski.
After the breakup, Orlova filed lawsuits to recognize their de facto marriage and to divide jointly acquired property, claiming that she personally handled the construction and finances while Petrov worked in Chernihiv.
The prosecutor denied this, stating that he lived separately in a friend’s apartment and had only episodic relations with Orlova between 2014 and 2016. Since 2017, he began cohabiting with another woman, his current wife, Lyudmyla Prykhodko.
The court heard numerous testimonies from neighbors and acquaintances who supported Petrov’s position. The Second Chamber of the Cassation Civil Court decided not to recognize Orlova’s ownership rights to the estate. Following this, the prosecutor succeeded in lifting the arrest on the property and put the estate and land up for sale for 1.1 million USD.
Criminal proceedings regarding the declaration
After losing in court, Orlova came under the scrutiny of investigative authorities. On January 27, 2025, the Obukhiv police opened criminal proceedings No. 12025111230000244 under Part 1 of Article 366-2 of the Criminal Code of Ukraine — submission of knowingly false information in the declaration for 2023.
The investigation established that the deputy failed to declare income amounting to over 4.2 million UAH. In the declaration, she concealed:
- rental income from her company LLC "Sofia Oil" — 10,400 UAH;
- her son’s salary — 28,600 UAH;
- her son’s rental income — 8,000 UAH;
- her son’s alimony — 20,500 UAH.
In total — 67,500 UAH of undeclared income.
Additionally, she did not declare a loan of 646,000 UAH, balances in bank accounts — 444,000 UAH, overstated the amount of cash to 2.52 million UAH, leading to discrepancies of 3.61 million UAH. She also failed to declare a credit limit of 354,000 UAH and financial assistance from LLC "Sofia Oil" amounting to 200,000 UAH.
Orlova was notified of suspicion on July 3, 2025. Her lawyer reviewed the case materials — 6 volumes, 1,346 pages — over six days in July–August. The suspect herself attended the review only 6 times over 57 days (from July 18 to September 12), explaining her absences with busyness and vacation (July 25 – August 14, including a trip abroad). The court deemed this deliberate procrastination, as the case is not particularly complex.

"Sofia Oil" and falsified fuel
In addition to the declaration case, Orlova’s company LLC "Sofia Oil" is involved in another criminal proceeding opened by the Bureau of Economic Security in Kyiv Region — No. 42023110000000188 under Parts 1 and 3 of Article 204 of the Criminal Code of Ukraine (illegal production, storage, or sale of excisable goods).
The investigation revealed that the company supplied substandard fuel.
According to a statement by the director of LLC "Frost KO," Serhiy Moroz, his company purchased 3,120 liters of A-95 gasoline from "Sofia Oil" for 137,000 UAH in November 2023. The fuel was delivered by a Scania truck to an oil depot in Boyarka.
After receiving the results of an examination by the TFC Hrebinkivka Testing Laboratory, the fuel was deemed non-compliant with the requirements of DSTU 7687:2015.
The investigation concluded that officials of "Sofia Oil" organized a scheme to sell falsified fuel through controlled gas stations without licenses or permits.
According to the investigation, the gas stations operated in Bila Tserkva at the following addresses:
- intersection of Molodizhna and Zavodska streets (cadastral number 3210300000:08:002:0027);
- Tarashchanska street, behind the "OKKO" gas station (3220489500:02:021:1050);
- Skvyrske Highway (3220488300:01:001:0013);
- industrial zone between Mykhailo Hrushevskyi Boulevard and Osypenko Street, near "Bud Market" (3210300000:04:004:0058).
The company continues to be a key structure in the case materials as part of the scheme for selling substandard fuel.

Citizenship: Russian and Kazakh trace
The Security Service of Ukraine (SSU) identified Anastasiya Orlova as a citizen of Russia and Kazakhstan, who at different times used the surnames Smorkalova, Nereta, and Orlova. She was born in the military town of Georgievka-4, Semipalatinsk Region, Kazakhstan.

In 2003, she applied for a Ukrainian passport at the State Migration Service of Sumy Region, but the migration service denied issuing it. The response from the State Migration Service states:
«Citizen of the Russian Federation and Kazakhstan Smorkalova (Nereta, Orlova) Anastasiya Yuryivna, born on May 27, 1977, was not issued a Ukrainian citizen passport on April 4, 2003, by the Konotop District Department of the Ministry of Internal Affairs in Sumy Region.»

Additionally, there are no decrees regarding Orlova’s renunciation of Russian or Kazakh citizenship in open sources.
Despite this, she received a mandate as a deputy of the Obukhiv District Council and represents Yuliya Tymoshenko’s political party "Batkivshchyna."
