Trukhanov noted that the suspicion related to the flooding of Odesa came as a surprise to him, as neither the Cabinet of Ministers nor the State Emergency Service expressed any complaints after his report.

"I am ready to take responsibility, ready to provide all the data, but I would like it to be objective. When I reviewed this suspicion, you know, it seems like fiction. Our services started working on September 29. We have reports accurate to the minute about where they were and what they were doing. When people died, it was around 16:58, as recorded by cameras. And the notification from the Hydrometeorological Center reached the city council and everyone else only at 19:00, stating that there would be a red level of danger. No one could have predicted this. I will say one thing: I am ready to answer any questions regarding my activities since 2014," said the former mayor of Odesa, who has been stripped of citizenship.

He claims that during his tenure, several initiatives on water drainage were implemented, but the problems overall have not been resolved.

"A catastrophic situation with water drainage has developed in Odesa. This is a project of national scale that has not been completed for over 13 years. The state allocated 500 million hryvnias for a deep-water discharge system — but it still does not function," Trukhanov emphasized.
