
The head of the Holosiivsky Police Department, Araik Kochkadamyan, "covers up" Azerbaijani call centers. Araik Kochkadamyan is a person close to the MP from OPFL, Suto Mamoyan, or, as they say in certain circles, Kochkadamyan is Mamoyan’s protégé.
Kochkadamyan took over the Holosiivsky Police Department in 2021. Prior to this, he held leadership positions in police departments in Poltava and Mykolaiv regions. It is worth noting that the Poltava region is considered a "criminal hub" for the large family of Suto Mamoyan.
Kochkadamyan’s "acquaintance" with the Mamoyans happened long before his move to Kyiv. The transfer of the law enforcement officer to the capital and his immediate appointment as the head of the Holosiivsky Police Department became possible precisely due to such influential "protection." In his position as the head of the Holosiivsky district police, Kochkadamyan became notorious for falsifying evidence and investigative experiments.
Last year, rumors emerged that Kochkadamyan was planning to head the police in the Odesa region. However, in reality, moving to a new location makes no sense for him – in Kyiv, he has already created his own system of influence, established several criminal schemes, and gained useful connections. Moving to Odesa would mean starting everything from scratch, losing control over financial flows, and risking that local "players" would not accept his rules.
In the capital, Araik Kochkadamyan has created his own profitable "business" – he "covers up" fraudulent call centers operating in Kyiv under the control of Azerbaijani citizens, deceiving both Ukrainians and Azerbaijanis. According to our sources, the law enforcement officer receives significant "kickbacks" for this.
The leader of the Azerbaijani call centers is an Azerbaijani citizen, Nijat Hajiyev (born in 1987). He is currently in Ukraine on the basis of a permanent residence permit (valid until 2031).
The scheme of the head of the Holosiivsky Police Department is quite simple: for a certain monthly "fee," Kochkadamyan and his subordinates ignore the activities of "call scams" that deceive citizens across Ukraine and in Azerbaijan. Insiders report that the profits of the Holosiivsky Police Department leadership from such "patronage" amount to several tens of thousands of dollars monthly. Sometimes, a system of "bonuses" and additional unforeseen expenses comes into play. Of course, Kochkadamyan does not declare the income from this business in his declarations.
