HACC increased the bail for the former mayor of Odesa Trukhanov to 42 million hryvnias

The High Anti-Corruption Court has changed the preventive measure for the former mayor of Odesa, Hennadiy Trukhanov, in a criminal case concerning the illegal appropriation of local budget funds and land plots, increasing the bail amount.

On November 7, a panel of judges of the High Anti-Corruption Court (HACC) partially granted the motion of the SAPO prosecutor and changed the preventive measure for the former mayor of Odesa, who is accused of participating in a criminal organization and illegally appropriating land belonging to the Odesa territorial community.

Thus, the court increased the bail amount set for the accused from 30 to 42 million hryvnias but denied the motion to take the person into custody.

As is known, during the pre-trial investigation, it was established that between 2016 and 2019, members of a criminal organization developed a scheme for the unlawful transfer of land plots for subsequent development.

Specifically, land plots of the Odesa territorial community were leased out, bypassing competitive procedures, exclusively to pre-agreed development companies. The developers paid money or transferred property (apartments, non-residential premises) to the perpetrators, who, through controlled individuals in the Odesa City Council, ensured the adoption of decisions on leasing the specified plots.

The total amount of damages caused, according to the results of the examination, amounts to 689 million hryvnias. Additionally, facts of money laundering obtained by the criminal organization from committing other criminal offenses have been established.

A total of 16 individuals are involved in the case. Among them are the well-known Odesa businessman Volodymyr Galanternyk and the former prosecutor of Odesa region, Oleh Zhuchenko.

A bail of 30 million hryvnias was paid for Trukhanov in November 2021 by the then Member of Parliament Vadym Novinskyi (who resigned his mandate and left Ukraine after the full-scale invasion by Russia).

Trukhanov is under round-the-clock house arrest in a case concerning official negligence that resulted in the death of nine people.
