A million-dollar expertise: the family of the head of the Center for Forensic Examinations Svintsytskyi purchased VIP real estate during the war

The family of Andriy Svintsytskyi, the head of the Research Center for Independent Forensic Expertise under the Ministry of Justice, has acquired real estate and vehicles worth approximately one million dollars over the past few years – despite the lack of commensurate income. The most expensive assets were purchased already during the full-scale invasion.

Andriy Svintsytskyi began his state career at the Security Service of Ukraine (SSU), where in 2019 he headed the Institute of Special Equipment and Forensic Expertise. He obtained this position after the appointment of Andriy Naumov to the SSU, with whom Svintsytskyi was acquainted through prior joint work, and who later had significant influence over the Service (after a series of corruption scandals, Naumov fled Ukraine and was stripped of the rank of “brigadier general” – ed.). In 2024, after the creation of a new forensic expertise center under the Ministry of Justice, Svintsytskyi was appointed as its head.

The first expensive assets started appearing in the official’s family during his work at the SSU. For instance, in 2019, his wife became the owner of a 90-square-meter apartment in Kyiv near the Obolon Embankment. At the end of 2021, the family also purchased an apartment in Turkey, and in 2022 – a brand-new BMW X6.

After Svintsytskyi’s appointment as head of the new expertise center, the family’s wealth began to grow. Already in 2024, his wife became the owner of two more apartments in business-class residential complexes in Kyiv – in the “Cardinal” and “French Quarter” complexes in Pechersk. At the same time, according to the official’s 2024 declaration, her income as a sole proprietor amounted to about 600,000 hryvnias per year. Svintsytskyi himself explained to journalists that his wife previously earned significantly more than she does now:

“When I joined the military service, we decided that I would develop in the public sector, while she would develop in the private sector, so her income as a sole proprietor increased. I can’t say why her income dropped in the last year. The military invasion – some people order services, some don’t.”

The financial situation of other relatives of the head of the Research Center also improved. His mother-in-law, Hanna Olefyrenko, who worked as a specialist in a village council in Sumy Oblast with a salary of about 12,000 hryvnias per month, became the owner of a cottage in Uzhhorod in 2022.

Svintsytskyi’s mother, who previously worked as a cook in a correctional colony, acquired an apartment in a VIP-class new building during the same period – also in Uzhhorod, while his father, who officially had no income, bought a new Toyota Land Cruiser in 2023. Meanwhile, the official’s mother continues to live in the family apartment in Zhytomyr, where journalists met her. However, she refused to discuss the expensive purchases.

Svintsytskyi currently officially declares an income of about 1.2 million hryvnias per year. He explains the expensive assets registered to his wife and parents as income earned before working in the public sector and savings. Regarding the origin of his wife’s relatives’ property, the official claims to know nothing.

Interestingly, just a few days ago, Andriy Svintsytskyi’s name was mentioned in an interview by Boryslav Bereza with businessman Serhiy Vahanyan, who spoke about corrupt practices in the SSU during the leadership of Ivan Bakanov and the presence of Andriy Naumov. Vahanyan mentioned Svintsytskyi in the context of conducting allegedly commissioned expert examinations during his time at the Service.
