Instead of repairs — a scheme: how forged documents worth 1.9 million hryvnias allowed the illegal purchase of communal premises in Kyiv
A group of individuals, including a KCSA official, has been notified of suspicion for illegally privatizing communal property with an area of over 575 sq. m in the Solomianskyi district of Kyiv.
A group of individuals, including the first deputy director of the Department of Communal Property of the City of Kyiv KCSA, has been charged with suspicion in the illegal privatization of communal non-residential premises with a total area of over 575 sq. m.
According to the terms of the lease agreements, the tenant is obliged to carry out routine repairs at their own expense, without the right to compensation or crediting such works as inseparable improvements.
However, in 2018, the director of the company developed a criminal scheme for the illegal privatization of the property. The company allegedly spent about 1.9 million UAH on repair works (so-called inseparable improvements). According to their claims, this gave them the right to purchase the property under the Law of Ukraine "On Privatization of State and Communal Property."
Nevertheless, it has been established that a significant portion of the works listed in the estimates and reports was either carried out earlier as routine maintenance or not performed at all.
As a result, in 2020, the premises were included in the list of small privatization objects and sold to the company through a buyout for nearly 7.5 million UAH. It was also discovered that the tenant spent only 75,000 UAH on the so-called inseparable improvements that allowed privatization, rather than 1.9 million UAH.
