Polish business worth 4 million: KCSA official Volodymyr Tsyba under suspicion for concealed declaration

An official of the Kyiv City State Administration (KCSA) has been served with a suspicion notice for failing to declare corporate rights of a foreign company worth 4 million UAH. The prosecutor’s office does not disclose the name of the individual, but it is most likely Volodymyr Tsyba.

As stated by the Kyiv City Prosecutor’s Office, the suspicion notice was served to the Deputy Director of the Department – Head of the Trade and Household Services Division of the Department of Industry and Entrepreneurship Development of the KCSA. Law enforcement officials do not name the official, but this position is held by Volodymyr Tsyba.

According to the investigation, he did not include information about corporate rights of a company worth 4 million UAH in his 2024 declaration. The company operates in Poland.

The Prosecutor’s Office emphasized: "The official’s actions are classified as intentional submission of knowingly false information in the declaration of a person authorized to perform state or local government functions, if such information differs from verified data by an amount ranging from 750 to 2500 subsistence minimums for able-bodied persons (Part 1 of Article 366-2 of the Criminal Code of Ukraine)."

Tsyba declared only two corporate rights in Ukrainian companies for 2024. The value of the official’s shares amounts to 495,300 UAH and 12,000 UAH. In 2024, Tsyba earned 548,014 UAH. He keeps 250,000 UAH, 20,000 USD, and 5,000 EUR in cash, and also has an investment in construction worth 1,312,207 UAH.

He was born in 1970. He obtained higher education in 2003 at the Kyiv National University of Trade and Economics, majoring in economics. He also has a degree in law.

From 1988 to 2011, he worked as a locksmith, served in the military, and held various positions in the trade sector. From 2011 to 2013, he was the Deputy Head of the Holosiivskyi District in Kyiv. Until 2021, he was the director of several companies, after which he was appointed Director of the Department – Head of the Trade and Household Services Division of the Department of Industry and Entrepreneurship Development of the KCSA Executive Body. It is known that Tsyba has a son and a wife.
