Embezzlement in the restoration of Florivskyi Monastery: former KCSA official notified of suspicion
The former deputy director general of the Kyiv Scientific and Methodological Center of the Department of Cultural Heritage Protection of the Kyiv City State Administration is suspected of embezzlement of budget funds. The case concerns the restoration of one of the buildings of the Ascension Florivskyi Women’s Monastery, located in the Podil district of the capital. The scheme through which the ex-official enriched himself is a well-known one – partial and poor-quality execution of works.
The suspicion against the former KCSA official was announced by the Kyiv City Prosecutor’s Office.
The ex-director general for restoration and operation issues of the Kyiv Scientific and Methodological Center for the protection, restoration, and use of monuments signed a contract with a company for the restoration works at the Ascension Florivskyi Women’s Monastery. Despite the fact that part of the work was performed poorly, and another part – at an inflated cost, the contractor was still paid for the completed work.
The prosecutor’s office noted that the suspect, acting in collusion with the contractor, signed reporting documents that deliberately indicated inflated volumes of work and their cost. As a result, more than 15 million UAH of budget funds were transferred to the company’s account, of which, according to the Kyiv police, 666 thousand UAH was an overpayment.
The official’s actions are classified under Part 4 of Article 191 of the Criminal Code of Ukraine. For the committed offense, the former official faces a penalty of five to eight years of imprisonment.
