Millions "out of thin air": Junior Inspector of Kyiv Railway Police Rezunyk faces a term for lying in the declaration

Junior Inspector of the Police Department at Railway Transport Stations in Kyiv, Oleksandr Rezunyk, was found to have unjustified cash in the amount of 2.65 million UAH. 

The police officer did not declare cash inflows to an account at PrivatBank totaling 416.5 thousand UAH from various individuals throughout 2023 (transfers without a clear payment purpose). 

Rezunyk reported cash savings of 1.56 million UAH, 10 thousand USD, and 17 thousand EUR (equivalent to over 2.65 million UAH at the NBU exchange rate as of the end of 2023), although, according to the conclusions of the NACP, the declarant did not have the financial capacity to accumulate these funds, considering official income, expenses, previous property sales, received loans, and minimal family maintenance costs.

The actual use of a residential house and land plot by the entire family was not reported. Information regarding a land plot, objects of unfinished construction (two apartments in the village of Pohreby), 32 ETH cryptocurrency, and some other assets could not be confirmed or verified. The value of a Honda Stream (2001) car, purchased in 2023, was significantly understated—declared at 15 thousand UAH, while listings for the sale of this car on AUTO.RIA ranged from approximately 163 thousand to 185 thousand UAH.

Separately, the NACP notes that the accuracy of the valuation of certain assets (including the aforementioned Honda Stream) does not correspond to market data. Additionally, the NACP identified errors and omissions in identification data: missing foreign passports of the declarant and his wife, RNOKPP and unique numbers in the Unified State Demographic Register for the children, and incorrectly indicated types of ownership rights to real estate.

Unreliable information amounting to 3 million UAH was established. This amount exceeds 750–2500 subsistence minimums for able-bodied persons as of the date of declaration submission, which corresponds to the signs of a criminal offense under Part 1 of Article 366-2 of the Criminal Code of Ukraine.
