Suspicions as steps to success: How the figure in 5 criminal cases Lupiychuk became a colonel and headed the Eastern KEU

The figure in 5 criminal cases regarding embezzlement of goods for the Armed Forces of Ukraine, Lupiychuk, was promoted after dismissal.

This was reported by the Anti-Corruption Center "MEZHA".

Following our investigation into the embezzlement of over 2 billion UAH on firewood for the Armed Forces of Ukraine, suspicions were raised, and the heads of several rear housing and maintenance departments in Luhansk, Kharkiv, Mykolaiv, Zaporizhzhya, and Dnipro were dismissed.

Among them was the then-head of the Dnipro Housing and Maintenance Department (KED), Oleh Lupiychuk. However, as it turned out, dismissal was not a punishment for him but rather a career step.

During the full-scale war, he was promoted in rank from lieutenant colonel to colonel. He was also transferred from the head of a local KED to a regional management level.

At the same time, Lupiychuk is a figure in 5 criminal cases, two of which are already being heard in courts.

In September 2025, he was appointed head of the Eastern Housing and Maintenance Department (KEU). And literally a week later, he received a new suspicion in a case involving the procurement of army beds with an overpayment of nearly 4 million UAH. He was placed in custody.

However, on November 25, after the completion of the preventive measure, Lupiychuk was reinstated as the head of the Eastern KEU.

In a new investigation, we discovered that the old “firewood scheme” continues to operate and has already exceeded 3 billion UAH. Contracts are still awarded to the same fictitious individual entrepreneurs through whom funds were funneled last year.
