The Kyiv Court of Appeal has once again closed the borders for the authority Oleh Krapivin: residence permit annulled
The Sixth Appellate Administrative Court annulled the decision of the first instance, which obligated domestic authorities to restore the validity of the immigration permit and permanent residence permit in Ukraine for 65-year-old citizen of the Republic of Azerbaijan, founder/head of the Congress of Azerbaijanis of the city of Kyiv, authoritative businessman Oleh Krapivin, nicknamed "Oleh Bakinskyi".
The respective verdict was issued on March 3, 2026, by a panel of Themis servants consisting of presiding judge Nataliya Buzhak and participating judges - Vitaliy Faydyuk and Mykhailo Kobyl, as reported by Dетектив-Infо.
This concerns a story stemming from the establishment, at the initiative of the Kyiv USR of the National Police at the end of July 2022, of an "iron curtain" regarding the respected dignitary and the deprivation of his legal grounds for staying in Ukraine. Since then, the dispute in the "Krapivin case" has gone through all stages of consideration with a negative result for Oleh Andriyovych, but last fall the situation changed.
Whereas previously the Kyiv District Administrative Court gave "Bakinskyi" the green light at the border based on "newly discovered circumstances," in particular - a letter signed by SBI investigator Janghir Gasanov. This document stated the absence of any procedural status in the case for the head of the Congress of Azerbaijanis of the city of Kyiv, stemming from his financial dispute in the summer of 2019 with Eduard Bagirov.
The appellate instance court ruled the opposite on this matter, noting that the evidence from Krapivin’s side "are not newly discovered within the meaning of point 1 of part two of Article 361 of the Code of Administrative Procedure of Ukraine." And it annulled the verdict that obligated domestic migration officials to restore the validity of the permit and residence permit for the respected dignitary.

We add that the "comeback" with the inclusion of Oleh Krapivin in Ukraine’s "immigration stop-list" happened shortly after the completion of the criminal case review of the authority in his homeland. This concerns the accusation of "Bakinskyi" of hooliganism, where he was sentenced to two and a half years with a probationary period of 6 months, and in January of this year - amnestied.
