Millions from the "engineer father" failed the check: NACP exposed Ruslan Kurmayev’s lie worth 14 million hryvnias

NACP found false information in the declaration of Ruslan Kurmayev, former head of the department of housing stock operation and life support systems of the Housing and Communal Services Department of the Zaporizhzhya Regional State Administration, amounting to 14 million hryvnias.

Kurmayev declared having $507 thousand in cash. The origin of these funds was not confirmed during the check. The official explained that the amount was formed from a gift from his mother in 2020 in the amount of 20.9 million UAH. According to him, the mother received these funds as a gift from her husband (the declarant’s father) back in 1994 — $930 thousand.

NACP concluded that such an amount in 1994 could not have been accumulated by the father (an engineer at a Kharkiv plant) due to:

• the ban on the circulation of foreign currency among USSR citizens until 1991,
• the economic impossibility of saving the equivalent of ≈19 billion karbovantsi based on official salaries of that period (calculation of maximum savings — only ≈$475).

The declarant’s mother had income of only ≈641 thousand UAH over the entire officially confirmed period (1998–2020), and from the sale of two real estate objects — an additional ≈$42 thousand in equivalent. The total possible amount of the mother’s savings — no more than ≈$110 thousand.

Kurmayev himself declared income of ≈3.35 million UAH after taxation for 2011–2024. Together with the mother’s possible funds — maximum ≈6.97 million UAH (≈$166 thousand at the end-of-2024 exchange rate).

Thus, the origin of ≈14.34 million UAH ($507 thousand, minus confirmed sources) is not confirmed. This amount is recognized as unreliable information.

Other violations:

• incorrectly indicated or not indicated rights of use of apartments (his own, son’s, wife’s),
• apartment abroad not indicated, where the daughter actually lived (Turkey and Germany — data from «Arkan», but objects not identified),
• Toyota Camry (2017) incorrectly declared as being in use (actually sold in March 2024),
• origin of large inflows to the son’s cards not confirmed («return of debts» of 76 thousand UAH and 51 thousand UAH — no documents provided),
• debt of $549 thousand to the sister not indicated (although previously declared, but explanations regarding partial repayment and restructuring did not change the fact of the obligation).

The total amount of unreliable information exceeding the threshold of criminal liability is 14.34 million UAH.

NACP concluded that Kurmayev’s actions show signs of a criminal offense under Part 2 of Article 366-2 of the Criminal Code of Ukraine (declaring unreliable information by an official).
