Deferral for $6,000: in Kyiv, a dealer was exposed who sold fictitious care for those with mental disorders

In Kyiv, a man was detained who, for $6,000, promised to arrange for a conscript to "care" for a third party in order to obtain a deferment from service.

This was reported by the press service of the Kyiv City Prosecutor’s Office.

Under the procedural supervision of the Shevchenkivskyi District Prosecutor’s Office of the city of Kyiv, suspicion was notified to a 49-year-old man who promised to help a conscript conclude a care agreement for a person suffering from mental disorders. This would have been grounds for the man to receive a deferment from mobilization and to leave the country.

The suspect priced such services at 6 thousand US dollars. He received money for his help in several stages to a card. After receiving the last part of the agreed amount – 170 thousand hryvnias, the man was detained and notified of suspicion.

The suspect’s actions are qualified as abuse of influence and facilitation of illegal transportation of a conscript across the border (Part 3 of Art. 369-2 and Part 3 of Art. 332 of the Criminal Code of Ukraine).

The sanctions of the articles provide for imprisonment for a term of seven to nine years with deprivation of the right to hold certain positions or engage in certain activities for a term of up to three years with confiscation of property.

Pre-trial investigation is being conducted by investigators of the Shevchenkivskyi Police Department of the Main Department of the National Police in Kyiv under operational support from the Department of Counterintelligence Protection of the Economy of the SSU.

Note: according to Art. 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and cannot be subjected to criminal punishment until their guilt is proven in a legal manner and established by a court’s guilty verdict.
