“Cyber-millionaires” from the National Police: how the families of three operatives synchronously snapped up elite real estate
Families of three operatives from the National Police’s Cyber Police Department have synchronously been snapping up real estate over the last three years, amounting to several million dollars. They invested in luxury apartments and cottages in Bukovel, an estate near Kyiv, and companies.
This is reported in an investigation by Bihus.Info.
Yevhen Horbunov, Guram Hindiia, and Ihor Teryanyk joined the Cyber Police in 2023. Prior to that, the men had worked together first in the Economic Protection Department of the NPU in Kharkiv region, then in the regional Strategic Investigations Department, from which they were later transferred to Kyiv.
Journalists noticed that the families’ financial situation began to improve significantly after the synchronous transfer of all three to the Cyber Police Department of Ukraine.
Thus, in 2023, Ihor Teryanyk’s mother and Yevhen Horbunov’s wife invested in apartments in the “Glacier Premium Apartments” hotel. The hotel complex positions itself as premium, with the price per square meter starting at $4000 at the time of sale. According to journalists’ data, at market prices, this investment would have cost Teryanyk’s mother at least $110,000, and Horbunov’s wife $160,000.
The investments of both women in Bukovel were not limited to “Glacier”; in addition to apartments, they acquired cottages in “AMA Family Resort”. This is a residential complex with 30 cottages that positions itself as a European-level complex. A cottage in “AMA” was also purchased by the father of their Cyber Police colleague Guram Hindiia. According to market prices, these cottages would have cost the relatives of the three cyber police officers at least $400,000 each.
Although the Horbunovs sold their cottage, journalists suggest that this sale was fictitious.
In addition, Bihus.Info journalists noticed that a car registered to Yevhen Horbunov’s wife regularly leaves the territory of the closed cottage community near Kyiv “Kvitka Polonyny”, where in May 2025 the woman bought land. Houses in this cottage community currently cost $400,000.
After the transfer to the Cyber Police, Horbunov’s and Hindiia’s mothers started doing business and synchronously entered two companies. One trades in grain, unprocessed tobacco, seeds, and animal feed. The second – with the main activity – auxiliary activities in the transport sector.
Notably, the women had not officially been involved in business before.
In addition, journalists noticed that Horbunov’s mother-in-law – Nataliya Linchuk and Hindiia’s uncle – Vianor Bobua, jointly invested in over 160m² of commercial premises in one of Kyiv’s most expensive residential complexes – “Novopecherski Lypky”. Such spaces currently cost at least $560,000 at market prices without repairs.
According to Bihus.Info journalists, none of the aforementioned relatives of the Cyber Police officers had official income to cover such purchases.
In a phone conversation, Yevhen Horbunov did not answer the journalists’ questions about the family’s elite property.
Guram Hindiia provided a written response stating that he has no relation to his relatives’ investments, but assumes that his father, mother, and uncle could have taken the funds from an inheritance from his grandfather.
Ihor Teryanyk was dismissed from the Cyber Police in 2024 for drunk driving. He also explained his mother’s investments as an inheritance from his father, but refused to provide details.
