A flat in Spain and ‘disposed’ assets: how Yuriy Ploskonos, the mayor of Kosiv, is transferring property to relatives and has been implicated in tender scandals

Picturesque Kosiv has found itself at the center of an anti-corruption investigation. In focus — the activities of the city mayor Yuriy Ploskonos: from suspicious tenders and the quality of infrastructure works to possible hiding of assets through his closest entourage.

Many have heard of Kosiv as a cozy Carpathian town with incredible views and unique culture.

But if you look at it not from a tourist angle, but from an anti-corruption one, there is also something worth your attention. After all, behind the facade of picturesque mountains, there may be far less attractive stories.

This material is about tenders with signs of inflated prices, possible inefficient use of budget funds, and the mayor whose name has already appeared in the context of scandals more than once. We are talking about Yuriy Ploskonos, who, along with his family, removed from the declaration an apartment in Spain, his wife’s and son’s entrepreneurial income, and registered numerous properties on probable relatives.

And interestingly, most of the assets in the mayor’s closest entourage appeared precisely during his time in power. Coincidence or was that the plan? We break it down in order.

Who is Yuriy Ploskonos?

Yuriy Oleksandrovych has been the mayor of Kosiv since October 2015. Before that, he was a deputy of the Kosiv City Council and the head of the VO “Svoboda" faction in it.

Until 2000, he worked as an oncologist and surgeon at the Kosiv District Hospital. Over the last 15 years, Yuriy has been engaged in entrepreneurial activities.

He has a wife, Oksana Ploskonos, and two children: son Oleh and daughter Ksenya.

Suspicious tenders

The Kosiv City Council is mentioned in many tender scandals regarding the alleged overpricing of construction works.

For example, in 2023, a number of media outlets, including the publication “Vglas" reported that the Kosiv City Council planned to repair a bus stop with mosaic decoration for 500,000 hryvnias. Experts then doubted whether it was really worth spending such funds, especially on the destruction of cultural heritage. After all, the city council signed a contract for an expensive overhaul of the stop decorated in the style of Kosiv ceramics, did not publish the technical requirements of the procurement, and the only participant in the tender received the contract, which raised questions about transparency, expediency of expenses, and whether the repair would lead to the loss of the authentic stop.

In 2024, “Hlos INFO" reported that it received requests from locals to cover alleged corrupt schemes of Kosiv City Council officials. It was about the newly built sports ground on Hrushevskoho Street in Kosiv, which allegedly began to deteriorate just six months after its commissioning.

By the way, the cost of the works then reached 2 million hryvnias. And this despite the fact that there is another playground nearby, which, according to “Hlos INFO" journalists, could have been reconstructed cheaper.

The next object that journalists talked about was the then freshly repaired bridge in the village of Snidavka. The quality of work here also raises many questions.

The reconstruction of the future school in the village of Yavoriv is also questionable, according to the publication. Instead of strengthening the old building, windows were replaced first and foremost.

The publication Nashi Hroshi also wrote that the education department of the Kosiv City Council purchased Lenovo computers and laptops with budget funds without an electronic auction and without competition, and some laptops were 2021 models already discontinued, with prices close to market ones without obvious savings for the budget.

By the way, among the winners of numerous tenders of the city council, and there have been more than two thousand of them from 2017 to March 2026, there are obvious favorites. According to analytical platforms, over the specified period, contracts for services, including capital repairs, were concluded for almost 250 million hryvnias.

The most over the entire period was received by LLC "Prombudservis-Kosiv" – 33,831,862.60 hryvnias. A total of 25 agreements were concluded with this LLC. By the way, in 2017, income from this company was received by the wife of the judge of the Kosiv District Court of Ivano-Frankivsk region, Hordiy Volodymyr – Hordiych Nataliya. Beneficiaries: Tynkaluk Volodymyr (50.00%), Kharuk Ihor (25.00%), Kostyrko Stepan (25.00%). The company has been repeatedly mentioned in many tender scandals regarding possible overpayments of tens of millions of hryvnias in construction.

In second place in terms of the number of tenders and the amount paid is PE "Mariya" – 31,605,888.06 hryvnias. In total, according to clarity-project data, 98 contracts were concluded. The sole owner since its foundation is 66-year-old Struchuk Vasyl.

In third and fourth places with a small difference in amount and only in the number of contracts: PBS LLC – 635,381.00 hryvnias for 14 contracts and "KOD GROUP" LLC – 22,215,275.48 hryvnias for 9 contracts. As “Nashi Hroshi" reported, PBS LLC is registered to a “Bukovel" resort employee Ivanna Nepyk, but her real owner is considered to be ex-MP Oleksandr Shevchenko, who was the director of “Bukovel".

Hidden assets?

Previously, namely until 2024, both the wife and son were listed in Yuriy Ploskonos’s declaration. However, from this period and for unclear reasons, as there is no mention of, for example, divorce in court registers, both family members disappeared from the financial report. And along with them, an 82 square meter apartment in Spain, which was registered to the wife, as well as the wife’s entrepreneurial income Oksana Ploskonos in the amount of 983,618 hryvnias and son Oleh Ploskonos — 50,079 hryvnias are no longer declared. By the way, these data are in the declarations for previous years.

Therefore, given the alleged hiding of assets, it is worth examining what his entourage owns.

The wife of the mayor of Kosiv, Oksana Ploskonos, whom he has not declared in recent years, owns:

- An apartment in Kosiv on Nezalezhnosti Street, where the “Broadway" restaurant is likely located. In this context, it is worth noting that the mayor’s wife has an FOP in the KVED 56.10 Restaurants activity, mobile food services.

- The wife also has another apartment in Kosiv on Shevchenko T. Street. Apartments here are rented daily for 1,100 hryvnias per day.

- By the way, the mayor’s son Oleg also has an apartment in the same building. The son also has another apartment in Kosiv on Nezalezhnosti Street.

- The wife owns a real estate object in Kosiv on Nezalezhnosti Street. The address of this asset of the mayor’s wife coincides with the address of Art-Kafe "Mosyazh", a pharmacy, an ATM, a beauty salon, and likely apartments.

- Oksana Ploskonos owns an 82 square meter apartment in Spain. It was listed in Yuriy Ploskonos’s declaration for 2021, but in the 2024 declaration, this real estate object is already absent. According to market prices, the cost of such an apartment can reach from 600 thousand euros.

According to the last declaration where the mayor’s wife was still listed, she owned a Subaru Forester car.

In the biography of our today’s figure, there are two more women, one of whom is likely his aunt, and the other his mother.

The probable aunt was found through ownership of a land plot located next door to the mayor’s house. We are talking about a plot of land of almost 2 ares registered in 2023 to a certain Khimyak Larisa Oleksandrivna.

The 63-year-old woman works as a doctor at the Kosiv City Hospital and is a deputy of the city council from the same party All-Ukrainian Union "Svoboda", the head of which in the city council was Ploskonos.

And what most confirms family ties is that according to Larisa Oleksandrivna’s declaration, she has joint property with Ploskonos Dariya, most likely the mayor’s mother. Khimyak also received a cash gift from 70-year-old Ploskonos Oleksandr, likely a close relative of the mayor.

Khimyak and Dariya Ploskonos have a house and plots next door. In addition, Khimyak owns the following adjacent plots: 2623610100:01:005:0***, 2623610100:01:005:0*** (this plot is in joint ownership with Dariya Ploskonos, likely the mother), 2623610100:01:005:0***, 2623610100:01:005:0***, 2623610100:01:005:0***.

Larysa Khimyak and Dariya Ploskonos also have plots in another area that were acquired during the years of Yuriy Ploskonos’s mayoralty:

- on Ploskonos Dariya 2623682401:01:002:0*** acquired in 2018 and 2623682401:01:002:0*** acquired in 2019,

- On Khimyak 2623682401:01:002:0*** acquired in 2021. By the way, a hundredth of land in this area costs on average 500 dollars.

Since 2023, plots in Kosiv on Kulchytska Street No 2623610100:01:002:0*** and 2623610100:01:005:0*** have also been registered to Larisa Khimyak.

The mayor’s declaration is more modest

According to the latest declaration for 2025, Yuriy Ploskonos owns:

- A residential house in Kosiv with a total area of 214 square meters acquired in May 2019. According to the extract, there is also a summer kitchen of 68 square meters next to the house, but this is not indicated in the declaration.

- The mayor owns two land plots 2623610100:01:005:0*** and 2623610100:01:005:0*** located under the house. Area 0.1002 ha and 0.0877 ha. Household with direct access to the Ribnytsia River. By the way, the already mentioned land plots owned by the likely mother Dariya Ploskonos and aunt Larisa Khimyak are located right next to this house.

- According to the declaration, the mayor owns a garden (dacha) house of 24 square meters in the village of Verbovets, Kosiv district, acquired in October 2007.

- Yuriy Ploskonos also has a warehouse of 92 square meters in the village of Smodna acquired in March 2003.

As for cars, there is no extra luxury here at all. According to the NAPC declaration data, Yuriy Ploskonos owns:

- passenger car Fiat Doblo 2002 model year, acquired on October 13, 2005,

- cargo GAZ 5312SPG 1992 model year, registered on August 12, 2010,

- passenger VAZ 2109 1995 model year, owned since October 2, 2001,

- UAZ 3151 1987 model year, acquired on July 8, 2008.

Yuriy Ploskonos also declares a store in Kosiv acquired in 2005 during his entrepreneurial activity. The total area of this commercial real estate is 86 square meters.

Among the mayor’s financial assets after excluding the wife and son from the report, there is nothing unusual. Yuriy Ploskonos’s declaration states that his main source of income was salary at the Kosiv City Council — 561,236 hryvnias per year. Additionally, the official received 2,814 hryvnias in social benefits from the Social Protection Department of the Kosiv RDA.

The mayor has certain savings - 21 thousand euros in cash.

Ploskonos’s court cases

There have been several court cases in the biography of the mayor of Kosiv. To be fair, it should be said that they are not super loud or those that caused millions of hryvnias in damage to the state, and they are all quite indicative.

For example, just take the case of Yuriy Ploskonos’s tax debt to the local budget of his own community. The funniest thing is that according to the information published by the Main Directorate of the State Tax Service in Ivano-Frankivsk region, it amounts to only 199.15 hryvnias, and most surprisingly, it is not paid.

Another case that may characterize the mayor’s attitude to the community concerns roads. Thus, Ploskonos is a figure in several separate administrative cases with different numbers — No347/2658/**, No347/1133/** and No347/3262/** — and in each of them he is listed as an offender, i.e., a person who was tried to be held administratively liable for failure to comply with police requirements. It is about the mayor of Kosiv allegedly failing to comply with the lawful demand (order No 188 dated October 8, 2024) of the patrol police to eliminate deficiencies in the condition of roads and the city’s street-road network.

The police recorded that as of October 15, 2024, deficiencies at several intersections and streets of Kosiv (in particular, at the intersections of Nebesnoi Sotni — Nezalezhnosti streets, Nad Hukom — Horboho, on Irchana Street and others) were not fixed. He was accused of violating traffic rules and the "Road Traffic" law because as an official he did not ensure safe conditions for vehicle and pedestrian traffic within the established period. But later, the judge concluded that there was no corpus delicti in the mayor’s actions.

There is also another proceeding related to the performance of repair works in the community. Here Yuriy Ploskonos is a witness in a criminal proceeding entered into the URDR on May 21, 2025 under No 12025091190000***. The essence is that the director of the company who carried out technical supervision of the capital repair of the bridge in Snidavka village of Kosiv City Council was found guilty of official negligence because he did not properly check the actual volumes and quality of works, but signed acts with unreliable data, which caused damage to the customer in the amount of 138,984 hryvnias.

Although the damages were later compensated, the court still imposed a fine of 34,000 hryvnias on him, prohibited him from engaging in technical supervision of construction for 1 year, and collected 757 hryvnias in procedural costs.

Ploskonos was also accused of violating the requirements for resolving a conflict of interest during voting to approve technical documentation for his own land plot. During the consideration, the court established that the mayor had no intent to commit a crime, and his vote was not decisive for the adoption of the decision by the collegial body. Additionally, it was found that according to the legislation, such a council decision was not mandatory for the land owner at all. As a result, the court closed the proceedings due to the absence of corpus delicti in the actions of the official.

What in the end?

This material of ours about the town of Kosiv and its long-time mayor Yuriy Ploskonos is not about one episode or one accidental mistake, because by collecting all the facts, we see an alarming trend. When budget funds are spent without proper competition, when objects quickly lose quality, and key contracts are received by the same companies for years. And this already really looks more like a system that has been built over years.

And if you add to this the property that "dissolves" from declarations and appears in relatives, the picture becomes even more indicative. Formally — everything may look within the law. But in essence — more and more questions arise about transparency and integrity.
