Former Minister Solskyi and his accomplices are suspected of fraud amounting to 63 million hryvnias
Law enforcement officers have uncovered a scheme of fictitious grain sales worth 63 million UAH, and the organizers, led by a former minister of agribusiness, have been notified of suspicion of fraud on a particularly large scale.
This is reported by the Office of the Prosecutor General, and General Prosecutor Ruslan Kravchenko also writes about it.
The prosecutor’s office reported that at the beginning of the year, officials of one of the agricultural enterprises in the Kyiv region organized a scheme of fictitious corn sales.
"The organizer of the scheme is a former MP and former minister of the Ministry of Agrarian Policy and Food of Ukraine. The co-organizers and executors were the director of the agricultural enterprise and its technical manager," the statement says.
Names were not disclosed, but earlier on the grain market, it became known about detected manipulations at one of the elevators in the Kyiv region, which is associated with the former minister of agrarian policy Mykola Solskyi.
According to Latifundist.com, the elevator could issue warehouse documents for grain that had already been sold to other buyers or that was not actually available. The publication reports on several well-known traders who suffered losses. Market estimates mention a shortage in the range of 130-140 thousand tons.
"The offenders concluded a contract for the supply of 7 thousand tons of 2025 harvest grain. To create the illusion of the legality of the deal, the buyer was provided with forged warehouse receipts and acceptance-transfer acts," the prosecutor’s office described the scheme.
According to the documents, the grain was allegedly stored at the seller’s elevator in the Kyiv region. However, a check through the State Registers and the involvement of specialists showed that at the time of signing the documents, the grain was absent from the warehouse.
In addition, the selling enterprise issued warehouse documents for over 130 thousand tons of products, which is twice the actual technical capacity of their elevator (60 thousand tons), the statement says.
Forensic examination confirmed damages to the victim in the amount of 63.7 million UAH.
Kravchenko reports that law enforcement officers conducted 26 searches in Kyiv and the Kyiv region at the places of residence of the suspects and at business addresses. Financial documentation, digital storage media, and vehicles were seized.
During the inspection of the elevator, the fact of the absence of the declared grain was confirmed.
Pretrial investigation is ongoing, the prosecutor’s office noted.
