Molchanova and Syniehubov cases: Land machinations in Kyiv and budget schemes in Kharkiv region

Land Frauds and Budget Tenders: Schemes of Kyiv’s Development and Embezzlement of Funds in Kharkiv Region.

It has become known that LLC «STOLITSA GROUP» (EDRPOU 36175203), one of whose co-founders is Molchanova V.B., according to available information, could have acted in collusion with certain officials of government bodies for the purpose of illegal allocation of state and municipal land in the city of Kyiv.

This concerns possible interaction with representatives of the Kyiv City State Administration, in particular Mayor Klychko V.V., as well as officials of the State Service of Ukraine for Geodesy, Cartography and Cadastre. According to available data, this could ensure the adoption of decisions contrary to the requirements of land and urban planning legislation.

As a result of the analysis, it has been established that land plots could be transferred to controlled companies without open tenders, using schemes to change the designated purpose and documents with signs of violations. Subsequent development was carried out with possible deviations from the General Plan of Kyiv, detailed territorial plans, and state building norms.

Investigative judge of the Shevchenkivskyi District Court of Kyiv City, Trubnikov A.V., by ruling No. 761/8171/26 dated 11.03.2026, refused to satisfy the complaint regarding the failure to enter information into the ERDR.

It has become known that the head of the Kharkiv Regional Military Administration, Syniehubov O.V., according to available information, acting in collusion with the leadership of structural subdivisions of the RMA, local self-government bodies, municipal enterprises, and controlled individuals and legal entities, could have organized and coordinated the activities of a stable organized group in the territory of Kharkiv Region.

As a result of the analysis, the formed network of officials and commercial structures could function as a single mechanism for the systematic embezzlement of budget funds, in particular through tenders in the field of infrastructure reconstruction, housing and communal services, medicine, and education, using fictitious competition, overpricing of works and services, and subsequent legalization of the funds obtained.

Special attention is drawn to the probable coordination of actions of the participants with representatives of law enforcement and supervisory bodies, which could create conditions for covering up illegal activities, failure to enter information into the ERDR, delaying pre-trial investigations, and avoiding liability established by law by the involved persons.
