A ‘ghost’ estate and a BMW worth $150,000: how the family of Taras Tkach, director of the Rivne Nuclear Power Plant, amassed luxury assets
The family of Taras Tkach, the head of the Rivne NPP, who is featured on the so-called “Mindich Tapes,” has built a mansion near Kyiv, the price of which he cannot calculate in any way, invested in a penthouse in a capital new building, and collected a car collection, including a BMW X7 for one hundred and fifty thousand dollars.

Taras Tkach has worked his entire life in the structure of NNEGC “Energoatom.” He started in Enerhodar at the Zaporizhzhya NPP, from 2017 to 2025 he headed the executive directorate for production and repairs, and since September last year he has been managing the Rivne NPP. Tkach’s surname appears in wiretaps in the so-called “Midas” case: in particular, the suspects Ihor Myronyuk (former advisor to Energy Minister Halushchenko) and Dmytro Basov (former chief security officer of “Energoatom”) discuss the appointment of “Tkach to Rivne.”
According to registry data, Tkach himself owns only an old privatized apartment on Poznyaky, a used Mitsubishi Outlander, and a land plot in the village of Khodosivka near Kyiv. However, journalists found out that the plot is located in the elite residential complex “Obry Family Club” and that a mansion has long been built on it. Data about it is absent from the registry, so the exact area and cost are unknown. Meanwhile, in 2020, when the official bought the plot, the developer’s prices started from 11 million UAH for a house (at the current rate – $400,000). To afford such an amount, Tkach and his wife would have to spend every penny of their income for 4 years. At the same time, according to the investigation, it was at the turn of 2020-2021 in Energoatom that events began to unfold that later formed the basis of the “Midas” case.
Tkach has not submitted declarations for many years, and in response to the inquiry, he said he does not know the exact area of the house, nor how much money was spent on it – he allegedly did not calculate it because the works were paid in stages and situationally. According to the official, the house has not been put into operation for several reasons – there are arrests on the land due to a criminal proceeding regarding the construction, and the house itself is allegedly not completed. At the same time, the house looks not just completed but lived-in. Moreover, photos and videos in the developer’s social media show that it could have been finalized back in 2023-2024 – during that period, the facade, landscaping, and sports ground were already completed, and curtains were hanging in the windows.
In addition, in 2022-2025, real estate in the Kyiv residential complex “Time” was registered to Tkach’s parents – an apartment of 160 sq.m (likely a two-story penthouse) and two parking spaces. The apartment was sold literally a few weeks before NABU and SAPO went public with the “Midas” case.
Expensive cars were also registered to the official’s mother. In 2021, it was a BMW X6, and in 2025 it was replaced with a BMW X7 xDrive 40d, the prices of which Tkach’s mother allegedly does not remember. Meanwhile, according to archived sales ads, the market value of the first was approximately $80,000, and the second – over $140,000. It was with the latter that Tkach went abroad this year, according to journalists’ sources.
In a comment to journalists, Tkach explained that all his parents’ property was bought by the parents themselves; moreover, the mansion in Khodosivka is allegedly also being built jointly on the savings of the entire family. In particular, according to him, after retirement, his parents worked on the construction of NPPs in India, where his father was deputy chief engineer of the NPP and had high income. As proof, Tkach provided his father’s tax document with salary under an annual contract. According to journalists’ calculations, such income levels fully explain the parents’ personal property (after returning from India, they bought a new private house in Boryspil, invested in a new residential complex there, and also bought a new Suzuki car); however, it is unlikely they could cover the rest of the investments, including all the construction and car collection.
