“Dacha” on 900 square meters and millions in government bonds: what the declaration of NBU head Andriy Pyshnyi hides
Completed the construction of a mansion with an area of almost 900 sq. m and earns 585 thousand UAH monthly at the NBU — Andriy Pyshnyi published a declaration.
The family of the National Bank Governor Andriy Pyshnyi completed the construction of a mansion in the village of Lebedivka, Kyiv region, with an area of 891.7 sq. m in April 2025.
Pyshnyi himself reported this in the declaration for the previous year on the NAZK website (National Agency for the Prevention of Corruption).
In the 2024 report, the banker marked the under-construction object as «residential house», and in the current declaration classified the estate with an area of almost 900 sq. m as «garden (country) house».
In recent years, this property has repeatedly been the subject of journalistic investigations: according to cadastral data, the plot for construction is located next to the elite cottage village Riviera Village, right by the beach. Two land plots for development are registered not to Andriy Pyshnyi, but to his daughter, who was 19 years old at the time of purchase — one plot was gifted to her (the donor is unknown), and the second she purchased at a young age. It is also known that the mansion is two-story.
In the 2025 declaration, Andriy Pyshnyi indicated that together with his wife Lyudmyla, they have the right to free use of the mansion with a n area of 891.7 sq. m, owned by their daughter Svitlana Pyshna. In addition, they can use her land plots (two), on which the house is located.
The only real estate owned by Andriy Pyshnyi himself is an apartment in Kyiv with an area of 164.1 sq. m, purchased in 2001 for 307.5 thousand UAH.
His wife Lyudmyla has owned a larger apartment in Kyiv since 2009 — 248.6 sq. m — for the specified price of 2.8 million UAH.
For 2025, Andriy Pyshnyi declared a salary at the National Bank of 7 million UAH, which averages about 585 thousand UAH per month. Pension contributions paid by the NBU for him in the amount of 210.3 thousand UAH are also indicated, as well as net income from the non-state pension fund of the National Bank in the amount of 102.3 thousand UAH. In addition, he reported income from government bonds (Hryvnia-denominated government bonds), which are not taxed:
- 208.1 thousand UAH — interest;
- 665 thousand UAH — redemption of Hryvnia-denominated government bonds.
His wife received significantly more from Hryvnia-denominated government bonds: 430.4 thousand UAH in interest and 18.6 million UAH from bond redemption. The declaration indicates that Lyudmyla Pyshna invests not in hryvnia-denominated, but in foreign currency government bonds of Ukraine.
