Crypto millions and property: what Kristina Pavlova, a former specialist at Dnipro’s Department of Urban Development, declared

Head Specialist of the Improvement Department of the Dnipro City Council Kristina Pavlova declares millions of hryvnias in cryptocurrency.

Pavlova submitted her annual declaration for 2025. She resigned last year. The declaration draws attention to a significant amount of real estate acquired on the same day, cryptocurrency in her husband’s name, and relatively modest official income of the official.

The family is registered in the village of Slobozhanske near Dnipro, the husband — in Dnipro. Pavlova herself declared two apartments and three non-residential premises in Slobozhanske, all acquired on September 23, 2022:

- apartment 46.8 m² (value 754.6 thousand UAH);
- apartment 71.3 m² (value 1.12 million UAH);
- non-residential premises with a total area of over 64 m² (value from 406 to 442.6 thousand UAH each).

There is also joint partial ownership of an apartment in Dnipro (25% to Pavlova). Husband Ihor Pavlov declared two land plots of 1500 m² each in Obukhivka (2023) and one plot of 1200 m² in Slobozhanske.

Vehicles belong to the husband: Volkswagen Jetta (2019), two «Verda» trailers, and one «Odyssey» trailer. Pavlova has a 2019 Volkswagen Jetta worth 488 thousand UAH.

In the section of intangible assets in the name of husband Ihor Pavlov, cryptocurrency is declared (as of the end of 2025):

- Bitcoin — 20 BTC, acquired in 2016 for 262 thousand UAH. On the declaration submission date (March 30, 2026), the market value of one BTC was about 66–68 thousand USD, meaning the entire position was valued at approximately 52–54 million UAH;
- Ethereum — 130 ETH, acquired in 2017 for 82.5 thousand UAH (current value as of end of March 2026 — over 10–11 million UAH);
- Tether (USDT) — over 21.9 thousand USDT;
- small positions in BNB and other assets.

The total value of the crypto portfolio at the time of acquisition was relatively small, but on the declaration date (March 30, 2026), it reached tens of millions of hryvnias.

Incomes for 2025:
- Kristina Pavlova’s salary at the city council department — 89 thousand UAH;
- social payments — about 10 thousand UAH;
- husband’s income from entrepreneurial activity — 2.82 million UAH;
- husband’s income from the sale of real estate — 2.09 million UAH;
- husband’s salary from part-time work — 162 thousand UAH.

At the same time, the husband has several credit obligations totaling over several million hryvnias.

Pavlov was a deputy of the Dnipro District Council. He is among the list of persons who financed the election campaign of Serhiy Taruta.
