"Annual reserve in three months": Cabinet of Ministers spent almost 99% of funds on unforeseen expenses
The Government of Ukraine has practically completely exhausted the funds of the state budget reserve fund in the first three months of 2026.
As reported by the Ministry of Finance, as of March 30, more than 47.5 billion UAH have already been allocated from the reserve fund for «financing critically important, unforeseen, or urgent expenditures».
Although according to the budget allocation, this fund was planned at 49.42 billion UAH.
Actual cash expenditures that passed through the treasury, not just allocated, reached 10.291 billion hryvnia.
According to journalist Yuriy Nikolov, only 0.7 billion UAH remains in the reserve fund — for the remaining 9 months of the year.
The Cabinet of Ministers indicates the main directions of expenditures: 22 billion UAH for the protection of critical infrastructure; 16 billion UAH for ensuring the stable operation of rail transport; 3 billion UAH for emergency road restoration; 2.56 billion UAH for strengthening energy resilience; 718.8 million UAH for restoring transport links in southern Ukraine; 246.4 million UAH for supporting workers of critical infrastructure facilities; 5.9 million UAH for strengthening defense capability.
Meanwhile, MP Zeleznyak notes that the funds went to state population assistance programs: «Everything else was spent, including on «CashBack» and «EBachok»
The Cabinet of Ministers emphasizes that this fund «is not a static resource: during the year, its volume can be revised and increased depending on the actual needs of the state».
