Million dividends, German salary and BMW: what the deputy head of the KCSA Volodymyr Prokopiv declared

Deputy Head of the Kyiv City State Administration Volodymyr Prokopiv.

Prokopiv declared a house with an area of 598.6 m² in Kyiv, purchased in 2018 for 8.445 million UAH, as well as a plot of 1370 m² near the house. Together with his wife, he owns half of a residential house with outbuildings and a land plot in Ivano-Frankivsk (acquired in 2015). There is also an office in Ivano-Frankivsk in joint partial ownership.

His wife Vira Prokopiv is the owner of a group of non-residential premises in Kyiv with an area of 593.1 m² (value at the time of acquisition — 13 million UAH). The declaration mentions an apartment in Germany that the family uses free of charge, and an object of unfinished apartment construction in Kyiv.

Among the valuable movable property — a men’s Vacheron Constantin watch.

The family uses powerful cars:

• BMW X5 (2022), use of an official vehicle;
• Audi S6 Sportback e-tron (2025) 4.059 million UAH, (free use).

Volodymyr Prokopiv’s wife owns 100% of LLC «VP Group» (value of the share — 7.374 million UAH) and 33.34% of LLC «Afeny». Prokopiv himself is the ultimate beneficiary of these companies.

The family’s total income for 2025 is significant. Main sources:

- Prokopiv’s own salary in the KMDA apparatus — 180.6 thousand UAH;
- Wife’s salary at LLC «VP Group» — 192 thousand UAH;
- Wife’s income from entrepreneurial activity — over 3 million UAH;
- Wife’s salary at the German company DAP GmbH Deutscher Ambulanter Pflegedienst — over 2.15 million UAH;
- Refugee assistance from the German Federal Employment Agency — about 95 thousand UAH;
- Income from the sale of movable property — 1.99 million UAH;
- Dividends from LLC «Afeny» — 542 thousand UAH;
- Significant receipts from military internal state loan bonds (OVDP): principal and coupon payments for several million hryvnias.

Prokopiv also received an inheritance of 849 thousand UAH.

The family’s bank accounts hold funds in hryvnias, dollars, and euros (in Ukrainian and German banks). The total amount of bank deposits reaches several million hryvnias. In addition, cash is declared: 4 thousand dollars, 10 thousand euros, and 278 thousand UAH held by Prokopiv, as well as significant amounts of cash held by his wife.

Prokopiv has a loan at "PrivatBank" for about 1.96 million UAH. He is also the head of the territorial organization of the «European Solidarity» party in Kyiv (unpaid position).

The family has temporary residence permits in Germany — for the wife and children.
