Deputy Head of the President’s Office Iryna Mudra is perhaps the richest official on Bankova. Together with her civil husband, the head of the National Bank’s problem assets department Pavlo Polyarush, she earns millions of hryvnias every year. At the same time, part of the real estate of the OP representative is registered to her mother, who lives in Israel, and her adult daughter.

Even before working at the OP, Mudra and Polyarush bought apartments in one of Ukrbud’s residential complexes a few months apart, which at that time was headed by Maksym Mykytas. And if Mudra bought the apartment at market price, Polyarush was “lucky” – the price per square meter for him turned out to be four times lower than for his civil wife.

What the influential couple owns

Mudra, together with her civil husband Polyarush, declared income of about 8.1 million UAH in 2025. The Deputy Head of the OP indicated almost 2.8 million UAH from bonds, 523.2 thousand UAH salary at the OP, 423.1 thousand UAH from rent, almost 71.3 thousand UAH interest from the bank, and 17.5 thousand UAH dividends. And Pavlo Polyarush received 3.5 million UAH salary from the NBU.

Polyarush has owned since May 2018 an apartment of 90 sq.m in Kyiv. The declaration states that the value at the date of acquisition – 791.4 thousand UAH. At the time of purchase, this is about 30 thousand dollars. For such an amount, one could buy an apartment of that size in the capital only in extremely poor condition.

It turns out that Polyarush became the owner of an apartment in the Aristocrat residential complex. The real estate in the capital’s center was built by Ukrbud during Maksym Mykytas’s time. At the same time, NABU investigated the misappropriation of funds through this residential complex, as 20% of the apartments were supposed to go to the National Guard, but instead they were given apartments in an industrial zone near the Chernihivskyi Huter metro station.

Currently, an apartment of the same size as that of Mudra’s civil husband costs at least 270 thousand dollars. It could be assumed that in this specific residential complex, prices in 2018 were indeed lower than market rates. But a few months after Polyarush, Mudra herself bought an apartment in Aristocrat. In her ownership is an apartment of 55.7 sq.m, which she officially bought for 2.1 million UAH (at that time about 77 thousand dollars). That is, for her, the square meter of the apartment cost about 1.4 thousand dollars.

And for her civil husband, who bought an apartment in this residential complex shortly before, – only about 333 dollars per square meter. Four times less.

Mudra’s apartment

In January 2022, Polyarush bought himself a parking space in the same Aristocrat residential complex, but already at market value – 487.5 thousand UAH (at that time 17.4 thousand dollars). That is, the parking space of 17.6 sq.m somehow cost more than half of the 90 sq.m apartment. Such is the arithmetic of the head of the National Bank’s problem assets department.

In the same building, the neighboring parking space in January 2022 was bought by Iryna Mudra as well. She spent 487.5 thousand UAH. The mother of the Deputy Head of the OP, 73-year-old Lyudmyla Mudra, was born in Lviv region and lived her whole life in Drohobych. However, she also owns an apartment in Kyiv of almost 70 sq.m, which she received under a gift agreement in the Park Avenue VIP residential complex.

According to media reports, as of April 2024, her place of residence was Israel, the city of Rishon LeZion. The city is located on the Mediterranean Sea coast. By the way, the apartment in Kyiv, in the Avenue 14-16 residential complex, is also registered to Polyarush’s 76-year-old mother – Alla. In her ownership is housing of 57.4 sq.m.

On Mudra’s 25-year-old daughter (Polyarush’s stepdaughter), a brand new Lexus RX 2017 is registered, just as the girl turned 18. She also owns a house of 138 sq.m in the village of Bohdanivka in the Kyiv region. At the same time, according to OBOZ.UA, the girl lives abroad.

Israeli citizenship and civil husband’s conflict

For several years now, Ukrainian media have periodically published information regarding Mudra having Israeli citizenship. Her mother indeed lives there, and she likely had the opportunity to obtain Israeli citizenship. A civil servant can have a passport of only one country – Ukraine. So if Mudra really has multiple passports, it could lead to her dismissal.

Polyarush became known a few years ago. On September 26, 2024, a conflict occurred in Kyiv on a parking lot involving the NBU executive Pavlo Polyarush and Ukrainian Armed Forces serviceman Andriy Tratsyevskyi (call sign “Immortal”). According to the serviceman’s testimony, Polyarush, driving a Lexus (which belongs to his stepdaughter) while intoxicated, provoked an emergency situation and then began threatening with an award weapon, promising to shoot Tratsyevskyi in the leg.

After the incident, the police seized a pistol from Polyarush and opened two criminal proceedings under the articles “threat of murder” and “causing minor bodily injuries”. Media report that Polyarush received the award pistol not for military merits, but thanks to connections with the President’s Office. This caused significant public resonance, as Polyarush himself is not a combat participant, and questions arose about the legality of him obtaining the weapon.

After that, the NBU official went on sick leave, but returned from it and continued working. And the criminal proceedings came to nothing.
