In Chernivtsi, road repairs seem to have a constant cast of actors. Three companies — «Techno-Bud-Center», «Techno-Bud-Service», and «Smerechyna», which consistently take the lion’s share of budget millions. And the main star here is the Ternopil businessman Andriy Yarema, whom the media call the «cigarette baron» for good reason.

After 2022, his «Techno-Bud-Center» suddenly «falls in love» with Chernivtsi and over a few years masters nearly 450 million UAH on 56 tenders. Before that, not a single object in the city. But as we see, love comes quickly, especially to the budget.

Even more interesting is that the company regularly wins tenders even when there are cheaper offers. It’s just that cheaper competitors somehow constantly «fail to meet the requirements». Coincidence?

Yarema himself is a character with a backstory. He once had direct ties to the tobacco monopolist «Tedis», which was fined for market abuse. In parallel, there are stories of tax «savings» and connections that help him not get lost in the system.

Now, it seems, instead of cigarettes — asphalt. And if before it was about a monopoly on tobacco, now the question hangs in the air: isn’t a similar story forming, only on the roads?
