Road cartel and "newbies": Yaroslavskyi’s brother and old acquaintances split 3 billion from Kharkiv RMA

The state enterprise «Roads of Kharkiv Region» of the Kharkiv Regional Administration in March, following the results of tenders, concluded a series of agreements for the operational maintenance of regional roads in 2026-2027 for a total amount of 3.04 billion UAH.

In addition to traditional types of minor road repairs (pothole filling, winter cleaning, marking application, etc.), for the first time, the installation of anti-drone structures was ordered. They account for approximately 15-20% of these contracts.

The rates for anti-drone protection in the estimates of «Roads of Kharkiv Region» approximately correspond to those that were the first in «ProZorro» in December 2025.

Compared to the others, LLC «Region-Bud» is a newcomer among these contractors. There are few mentions of the company’s owner, Maryna Mysikova, in open sources.

The current contract worth 361 million UAH is the largest in the company’s history. According to «Clarity-project», together with this contract, the company has won tenders worth 808 million UAH, all in the Kharkiv region – either from the local regional administration or from city and village councils in the region.

«Region-Bud» is part of the «Construction-Road Company» consortium. One of its participants is the company LLC «Construction Company «Fan-City» of Oleksiy Yaroslavskyi, who is the brother of the well-known businessman Oleksandr Yaroslavsky. The head of this consortium is Denys Viktorovych Misyikov. In 2020, he submitted a declaration as a candidate for the position of Advisor to the patronat service of the head of the Kharkiv Regional State Administration. The declaration listed his wife, Olena Mysikova.
