While some are looking for funding, others seem to have found a way to «redistribute» already available budget money.
At the center of the story — Yevhen Pulya and his «Financial Holding «Terminal-P». According to colleagues, around him they built a classic conversion center, only upgraded with state contracts.
There, state enterprises pay for «works» and «supplies» that exist mainly on paper. Then the money circulates through more than a dozen firms with signs of fictitiousness and eventually turns into cash. VAT is also «optimized» as needed.
In the list of intermediaries: from «Coress Plus» to «Bavaria Project». Payments from municipal structures of Kyiv and Dnipro passed through them. That is, the scheme worked not somewhere in the shadows, but right next to the budget.
But the most interesting begins where it’s no longer a joke. The same structure surfaces in a case about procurement for a military unit. It’s about regenerative cartridges, which, according to expertise data, are of Russian origin. The money for them also dissolved in the familiar chain of firms.
Essentially, we have a «double tariff», because budget funds enter the system and come out without a trace and with a new purpose. On paper — supplies, in reality — a well-organized financial conveyor.
And as a bonus to all this, people from this circle may not even close their own loans while millions pass through the schemes. Priorities, as they say.
How many more such «centers» are still quietly working next to state money.
