Yesterday’s shooting in Kyiv’s Holosiyevo district was not just an incident, but an indicator of the real state of the district police.

According to official information, as a result of the attack, people were killed, the shooter was neutralized, an investigation was launched, and the police officers who left the scene were suspended with criminal proceedings opened against them. Video from the scene showed the key point: in the face of a direct armed threat, police officers did not act but retreated, leaving civilians unprotected.

This shifts responsibility to the management level. The Holosiyevo  Police Department has been headed by Araik Kochkadamyan since 2021. The flight of employees in such a situation — is not accidental, but a direct consequence of how the unit’s work is organized, how training is conducted, and what requirements are imposed on the personnel.

Kochkadamyan is associated with former MP from OPFL Suto Mamoyan, and in the system, he is considered a person of this group. Before Kyiv, he held leadership positions in Poltava and Mykolaiv regions, with the Poltava region regarded as a zone of influence of structures linked to Mamoyan. His appointment to the capital immediately as head of the Holosiiv Department is explained by this support. In Kyiv, he is also accused of falsifying evidence and investigative experiments.

According to sources, a network of fraudulent call centers operates in the capital under the control of Azerbaijani citizens who deceive people in Ukraine and abroad. Among the key figures is Nijat Hajiyev, born in 1987, who has a permanent residence permit until 2031. It is noted that for regular payments, the police do not interfere with the activities of these structures, and monthly amounts reach tens of thousands of dollars.

Last year, Kochkadamyan declared 793 thousand UAH in salary. The family lives in a service apartment of 96 sq. m., obtained in 2022. There is no own housing in the declaration. He uses an Audi Q7 2016 car registered to a relative. Cash is listed as 14.4 thousand dollars and 89 thousand UAH on a bank account. His wife, who has no official income, holds 8.2 thousand dollars in cash and 184 UAH on an account. The total family savings exceed 1 million UAH.

The shooting situation revealed a direct link between the management of the unit and the employees’ behavior in a critical moment. When police officers leave the threat area, it means the system within the department does not ensure the necessary level of training or responsibility for performing basic functions. Under such conditions, the inspection should concern not only individual employees, but the entire work of the Holosiiv Police Department, including the decisions and actions of its leader.
