Million salary, solar stations and apartment in Odesa: what acting head of Kryvyi Rih RSA Vitaliy Shpak declared

First Deputy Head of the Kryvyi Rih District State (Military) Administration Shpak Vitaliy has published the declaration for 2025.

Document has appeared in the Unified State Register of Declarations.

According to data from the YouControl analytical system, Vitaliy Shpak began performing the duties of the head of the district state administration (RSA) on February 6, 2026.

He is registered in the city of Zelenodolsk and resides in the settlement of Shyroke in the Kryvyi Rih District.

Last year, Vitaliy Shpak earned 1,595,203 hryvnias in his position and also received 168,889 hryvnias in pension.

In addition, he received 10,330 hryvnias from leasing property to entrepreneur (Sole Proprietor) Pavlishyn Yuriy and 12 hryvnias from the «PrivatBank» piggy bank. 

Vitaliy Shpak also received 319,094 hryvnias from JSC «DTEK Dniprovski Electric Grids», and his wife Shpak Liliya — 372,698 hryvnias. 

In 2019, each of them became the owner of a solar power plant. 

Liliya Shpak received a cash gift from Shpak Anatoliy in the amount of 2,870,000 hryvnias. 

Moreover, the wife of the acting head of the Kryvyi Rih RSA received 10,338 hryvnias in income from leasing property to entrepreneur (Sole Proprietor) Pavlishyn Yuriy and 284 hryvnias from the «PrivatBank» piggy bank.

There is likely an error in the surname, and it refers to the local farmer Pavlyshyn from the village of Shestirnya in the Shyrokivska community. 

As for cash savings, Vitaliy Shpak declared 100,000 hryvnias, 10,000 euros, 37,000 US dollars, and his wife — 48,000 US dollars, 200,000 hryvnias, 5,000 euros.

Apartment in Odesa and other real estate

Vitaliy Shpak owns a residential house in the settlement of Shyroke with an area of 42.9 m² and an apartment with an area of 64.4 m², as well as two land plots — in the settlement of Shyroke and the village of Blahodatne. 

In addition, he indicated that he owns an apartment in Zelenodolsk, the right to use which belongs to the Zelenodolsk City Territorial Community.

The declarant noted that his wife owns a residential house in Shyroke with an area of 42.9 m², and also became the owner of an apartment in Odesa with an area of 60 m² in December 2025. 

Liliya Shpak also owns three land plots: one in Blahodatne and two in Shyroke.

The wife of the acting head of the Kryvyi Rih RSA owns an object of unfinished construction — a garage in Shyroke with an area of 24 m². 

Cars of the couple

The wife of the acting head of the Kryvyi Rih District State Administration has owned a Mercedes-Benz B250 car of 2014 model year since January 2022, and also has the right to use a Volkswagen ID.4 car of 2021 model year (belongs to one of the daughters — Shpak Kateryna). 

Vitaliy Shpak himself has the right to use a Land Rover Range Rover Velar car of 2020 model year (belongs to Shpak Anatoliy). 

Labor and political activities

In 2020, Vitaliy Shpak was a candidate for deputy of the Shyrokivska settlement council from the «Servant of the People» party, but did not become a deputy.

According to information from his declarations:

— in 2016, he submitted an annual declaration for 2015, indicating the position of deputy head of the Shyroke Police Department;

— in 2017, he submitted an annual declaration for 2016, indicating the position of head of the Inhulets Police Department of the Kryvyi Rih Police Department;

— in 2018, he submitted a declaration before dismissal for 2017, indicating the position of head of the Zovtovodsk Police Department, and in the annual declaration for 2017, which he also submitted in 2018, he indicated the position of chief specialist of the sector for organizational support of the activities of the Shyroke District Council; 

— in 2019, he submitted an annual declaration for 2018, indicating the position of chief specialist of the sector for organizational support of the activities of the Shyroke District Council; 

— in 2020, he submitted an annual declaration for 2019, indicating the position of first deputy head of the Shyroke District State Administration. He worked in the position until March 2021; the Shyroke District newspaper «Visnyk» reported that Shpak was appointed to the position in accordance with the order of the head of the district state administration dated February 10, 2020.

— since 2021, he has been working as the first deputy head of the Kryvyi Rih District State Administration.
