HACC has sentenced former Kherson RMA official Svitlana Vasina for embezzling UAH 7.7 million

On April 20, 2026, the High Anti-Corruption Court (HACC) announced a verdict against the former head of one of the Departments of the Kherson Regional Military Administration (RMA), as well as the owner and director of a private company. All were found guilty of embezzling 7.7 million UAH of state funds for providing services for surveying facilities in the Kherson region damaged as a result of Russia’s military aggression.

It concerns, in particular, the former director of the Department of Territorial Development of the Kherson Regional State Administration, Svitlana Vasina, who headed this department from March 2023 to September 2025.

The court verdict found Vasina guilty of committing crimes under Parts 2, 3 of Art. 27, Part 5 of Art. 191, Parts 2, 3 of Art. 27, Part 2 of Art. 28, Part 1 of Art. 366 of the Criminal Code of Ukraine. She was sentenced to 7 years and 2 months of imprisonment.

The owner of the private company — Maryna Balan — was found guilty under Part 3 of Art. 27, Part 5 of Art. 191, and Part 3 of Art. 27, Part 2 of Art. 28, Part 1 of Art. 366 of the Criminal Code of Ukraine. She was sentenced to 7 years and 1 month of imprisonment.

The director of the private company — Valentyn Balan — also received a verdict: punishment in the form of 7 years of imprisonment (Part 5 of Art. 27, Part 5 of Art. 191, Part 2 of Art. 28, Part 1 of Art. 366 of the Criminal Code of Ukraine).

All property belonging to the convicted individuals by right of ownership was confiscated from them, and they were also deprived of the right to hold positions in enterprises, organizations, and institutions of all forms of ownership related to the performance of administrative-economic and organizational-managerial functions, for a period of two years. 

Investigators established that Svitlana Vasina, in the position of head of the Department of Territorial Development of the Kherson RMA, acting jointly with the owner of the private company, organized the illegal embezzlement of budget funds during the execution of a contract for the technical inspection of 107 social infrastructure facilities.

Among other things, it was found that the cost of the technical inspection works was overstated by more than 15 times. As a result, an extra 7.7 million UAH was transferred from the Reserve Fund of the Cabinet of Ministers of Ukraine, which the accomplices embezzled.
