BMW Alpina B7 for 1.7 million and forgeries of EU certificates: how the head of the ’Yahodyn’ customs department Khursyak updated the car fleet

Head of the customs clearance department of the «Yahodyn» post of the Volyn Customs, Mykola Khursyak, acquired a BMW Alpina B7 for 1.77 million UAH.

Khursyak on May 1 indicated the acquisition of a BMW Alpina B7 (2019) for 1.77 million hryvnias from LLC «SDR GROUP».

Two vehicles are registered to his wife Olena Khursyak:
- Cargo Toyota Tacoma (2006), acquired in 2018, value — 50 thousand UAH.
- BMW 540i (2019), acquired in 2021, value — 880 thousand UAH.

Olena Khursyak works at the Zhorany Lyceum of the Holovne Settlement Council. The official and his family live in the village of Zhorany, Kovel District, Volyn region. All family real estate objects are mostly located there (except for one plot of land owned by his wife in Shatsk).

The family owns a significant plot of land and a residential house, the right to which was mostly acquired in 2013:

Three objects in joint partial ownership (34% — Mykola Khursyak, 33% — wife, 33% — son Tymofiy):
- Land plot 2500 m² (acquired 07.11.2013, value on acquisition date — 70,650 UAH).
- Land plot 1471 m² (acquired 07.11.2013, value — 3,098 UAH).
- Residential house with an area of 231 m² (acquired 07.11.2013, value — 78,666 UAH).

Individual ownership:
- Plot 2500 m² (acquired 22.08.2013, value — 21,500 UAH) — 100% belongs to Mykola Khursyak.
- Plot 2500 m² (acquired 05.02.2004) — 100% belongs to the wife (value not applicable).
- Plot 2500 m² (acquired 15.12.2010, value — 10,000 UAH) — 100% belongs to the wife.
- Plot 1200 m² in Shatsk settlement (acquired 05.11.2016, value — 18,903 UAH) — 100% belongs to the wife.

No unfinished construction objects, valuable movable property (except vehicles), securities, corporate rights, or intangible assets are declared in the declaration.

In the «Expenditures and Transactions» section for 2025, it is indicated: June 9, 2025 — purchase-sale of a vehicle (ownership terminated). Income from alienation of movable property (except securities) — 615 thousand UAH from LLC «TRAKBROK» (EDRPOU code 45203115).

Total income
- Mykola Khursyak — salary 753 thousand UAH
- Olena Khursyak — salary 218 thousand hryvnias, part-time 18 thousand UAH.

Monetary assets
- Cash: 1.25 million UAH (owned by Mykola Khursyak).
- JSC «Raiffeisen Bank» — 230 thousand UAH (Mykola Khursyak).
- JSC CB «PrivatBank» — 11.1 thousand US dollars (wife Olena Khursyak).

Companies linked to the Khursyak family — "Foodlife Plus", "Eco Store", "Solar Trading System", and "Gloria Import Plus" — systematically undervalued customs value. For example, 500 tons of hake were cleared at 1 dollar per kilogram, while the minimum official price was about two. A similar situation with lard: in the second quarter of 2023, 1.4 million kilograms were imported into Ukraine at 20 UAH/kg, while the real value was two to three times higher. The customs risk system «did not detect» these discrepancies.

In addition, the mentioned firms massively «selected» Ukraine’s duty-free quotas under international agreements. One of the key schemes was the substitution of documents from the Canadian company Siwin Foods Ltd, under which completely different goods were imported without paying duties. The Canadian side officially stated that it did not cooperate with companies associated with Khursyak. Later, data emerged about the forgery of veterinary certificates from European producers. The French TRADIVAL SA reported that the documents provided by «Gloria Import Plus» were never issued. According to the investigation, the firms purchased illiquid meat in the EU, fitted fake certificates to it, smuggled it in, and then sold it in Ukraine — in markets and even to meat processing plants.
