18 fines in a year and no action: why police did not revoke the license of driver Pleshyvtsev who hit four people in Kyiv

Pastor Pleshyvtsev Pavlo intentionally killed a boy and three adults. At least someone from the patrol police must be an accomplice in this case — otherwise it is impossible to explain how the 19th accident of the year occurred.

The driver of the Mercedes who yesterday in Kyiv hit four people (including a 12-year-old child and two young police officers) had 39 traffic violations, mostly speeding. In 2025 alone, he was fined 18 times specifically for that, the patrol police report.

Admittedly, there were more than enough violations for the police to take at least some adequate measures under at least two articles of the Code of Ukraine on Administrative Offenses. At least after the third, tenth, or fifteenth incident. (Someone apparently believes the pastor first exceeded the speed limit while intoxicated, and before that did it “crystal sober.”)

Let me remind you that in Ukraine the police can revoke a driver’s license, in particular, for:

- creating a dangerous traffic situation (license revocation for 6–12 months);

- causing an accident (usually from 6 months to a year, and longer if aggravating circumstances are present).

Yet “comrade pastor” managed to “resolve” his rule-breaking at least 18 times in a row. Only on the 19th attempt did the usual scheme fail.

Now the pastor can receive up to 10 years in prison for killing four people — people who might still be alive if the patrol officers had taken away his license at least once. That works out to 2.5 years (or even less) per life taken. Meanwhile, the man who two years ago killed a teenager in a drunken brawl near the funicular received a life sentence.
