Over 350 million hryvnia in crypto: Khmelnytskyi Raion Council deputy Kizlyar tops the ranking of crypto-rich officials

Khmelnytskyi District Council Deputy from the All-Ukrainian Association “Batkivshchyna” Oleksandr Kizlyar declared the largest crypto portfolio among Ukrainian officials — Opendatabot.

According to the service’s data, Kizlyar declared 100 bitcoins (BTC), which as of June 10, 2026 are valued at approximately UAH 278.8 million. In the ranking of bitcoin holders, second place went to Ukrainian MP Oleh Bondarenko with 80 BTC (about UAH 223 million). Third place was taken by Kristina Pavlova, a representative of the Dnipro City Council’s Department of Improvement and Infrastructure, with 20 BTC worth over UAH 55.7 million.

In the ranking of ether holders, Oleksandr Kizlyar also leads with 1,000 ETH worth almost UAH 74 million. Second place is held by Kristina Pavlova with 130 ETH (about UAH 9.6 million), and third — by Iryna Sukhovetruk, a representative of the Kyiv City Prosecutor’s Office, with 100 ETH (approximately UAH 7.4 million).

At the same time, the largest volume of crypto-dollars (USDT) was declared by Head of the Zakarpattia Court of Appeal Hanna Fazykosh — over 1.019 million USDT (almost UAH 46 million). Second place went to Odesa District Council Deputy Pavlo Shandra with 719,000 USDT (over UAH 32.4 million), and third — to Director of the Kyiv Scientific Research Institute of Forensic Expertise Maksym Kyselov with 647,000 USDT (over UAH 29.1 million).

It is added that Oleksandr Kizlyar was born on July 11, 1992 in Khmelnytskyi. In 2018 he graduated from the Interregional Academy of Personnel Management with a degree in “Personnel Management.” Kizlyar is an entrepreneur and beneficial owner of several companies engaged in real estate leasing, logistics, fuel trading, and public catering.

Kizlyar is currently a member of the permanent commission of the Khmelnytskyi District Council on industry, energy, communications, transport, communal property, and the operation of communal enterprises from the “Batkivshchyna” faction.

In 2023 the official became involved in a scandal after publishing a video showing him driving at over 200 km/h to Russian music.

Kizlyar is the son of former Khmelnytskyi City Council Deputy from “Batkivshchyna” Oleksandr Kizlyar. In December 2025, the NACP found violations in the 57-year-old official’s declaration worth over UAH 38.8 million. In particular, the agency could not confirm the origin of over UAH 25 million in cash and recorded undeclared income of UAH 12 million.

In addition, the NACP raised concerns regarding the declared property of the deputy’s family, particularly the value of cars and real estate registered in his wife’s name. Significant cash savings of the couple were also examined.
