Ministry of Defence launches reform of military catering: food procurement and logistics to be separated

The Ministry of Defence of Ukraine and the State Rear Operator (SRO) are launching a reform of the food supply system for the Armed Forces of Ukraine. The new model involves separating the procurement of products and logistics, as well as changing approaches to quality control.

This was reported by the press service of the Ministry of Defence of Ukraine.

The ministry noted that the reform aims to eliminate key shortcomings of the current system, including limited competition, non-transparent pricing, and quality checks conducted only after products have been delivered to military units.

Under the new model, products will be procured separately from logistics services. Supply of goods will be handled by verified manufacturers, while delivery will be provided by professional logistics operators. Quality control will take place at distribution centers to prevent substandard products from reaching the troops.

The next stage of the reform will involve transitioning to a system where military units place orders in SRO-Chain Food for ready-made meals rather than individual products. The system will automatically calculate the required quantities of ingredients based on recipes and personnel numbers. A digital recipe collection is also planned to simplify the work of cooks.

The first procurements under the new model are expected to take place this year. Implementation of the reform will begin in military units in several regions, followed by expansion across the entire supply system.
