How the relatives of judges Parinov and Bespalov achieved the demolition of the fence and barrier in “Feofaniya”

The families of two judges from the Sixth Administrative Court of Appeal, Andriy Parinov and Oleksandr Bespalov, have acquired land near Feofaniya Park. Soon after, lawsuits began over access to the plots, and this summer a barrier and part of the fence of the park-monument were dismantled.

This is reported in an investigation by Bihus.Info.

Feofaniya is a park-monument of national significance and part of Ukraine’s nature reserve fund, so special rules apply to its territory. In particular, private vehicles are prohibited from entering. To restrict access, a barrier was installed at the park entrance, and the area was fenced with metal fencing back in 2004.

Already in 2005, after the park was established, the Kyiv City Council transferred 30 plots in this lane into private ownership. These are lands in Kilcevyi Lane that remained behind the fence but belonged to the experimental research territories of Feofaniya. The Institute of Evolutionary Ecology of the National Academy of Sciences of Ukraine claims that the transfer took place without the approval of the Presidium of the NAS.

For nearly twenty years, nothing happened on the privatized land. However, last year the owners of the plots changed. They immediately began suing over access to their plots and the park’s infrastructure. In particular, they demanded that the city authorities check the legality of the barrier and metal fence that restricted passage from the Feofaniya side.

On July 2, 2026, the Kyiv District Administrative Court granted one of these lawsuits, and already on July 14 the barrier at the entrance to Feofaniya was dismantled — even before the court decision took legal effect. On August 4, Kyivblahoustrii workers also removed the metal fence that marked the park’s boundaries. In addition, the area nearby changed: trees were damaged, and a fence of private properties appeared where a pedestrian zone used to be.

Bihus.Info journalists found that one of the land plots adjacent to the park now belongs to Andriy Parinov, a judge of the Sixth Administrative Court of Appeal. He received the land as a gift from his mother, Iryna Parinova, who purchased it in 2025. The plot contains a house and has a separate exit directly into Feofaniya Park.

Iryna Parinova herself owns a neighboring plot, which she also purchased in 2025. She was one of those who sued over the installation of the barrier and the fence around the park.

That same year, Yulia Hanchuk — sister of another judge of the Sixth Administrative Court of Appeal, Oleksandr Bespalov — became the owner of another adjacent plot. Parinov and Bespalov have worked in the same court for many years and have repeatedly heard cases as part of the same judicial panels.

In a comment to Bihus.Info, Andriy Parinov denied that his mother was among those who sued over access to the plots. When the journalist clarified that Iryna Parinova had filed a relevant lawsuit, the judge replied: “Believe me, no.”

At the same time, Parinov stressed that he supports the preservation of Feofaniya, but believes the park fence was installed in violation of boundaries:

“The park fence stands on the plot. They mistakenly put the fence not along the boundaries but encroached on private plots. They were off by about 50 meters.”

Judge Oleksandr Bespalov initially claimed he did not understand what was being discussed, but later admitted:

“As far as I know about the barrier. Well, about the situation in general. Well, Parinov told me, yes. The park went way too far there. There are some other neighbors on these plots. That’s why there were lawsuits. And there’s no access at all to my sister’s plot — it was installed illegally. That’s why the lawsuit. That’s why the court decision.”

It is worth noting that the restrictions on driving in the park are not merely internal rules of the administration. Due to Feofaniya’s special status, the corresponding regime for its territory is enshrined in an order of the Ministry of Ecology.
