Former Head of the State Property Fund Sennychenko to stand trial: state suffered losses exceeding 700 million hryvnias

Participants of a criminal organization led by the former head of the State Property Fund of Ukraine (SPFU) will stand trial; due to their actions, the state suffered losses exceeding UAH 700 million. NABU and SAPO have also charged them with the legalization of criminally obtained assets worth over UAH 10 billion.

Among the accused (positions indicated as of the time the crimes were committed):

  • head of the SPFU (leader of the criminal organization, organizer);
  • person close to the head of the SPFU (co-organizer);
  • advisor to the head of the SPFU;
  • two acting directors of JSC “Odesa Port Plant” (at different periods);
  • acting head of JSC “United Mining and Chemical Company”;
  • two owners of LLCs — winners of the auction for OPP;
  • two individuals — accomplices in the crime.

In March 2023, NABU and SAPO exposed two episodes of the criminal organization’s activity.

The first episode involved corrupt actions at the Odesa Port Plant (OPP), 99.56% of whose shares are state-owned. As a result of the unlawful activity from May 2020 to October 2021, the OPP failed to receive over UAH 600 million.

The second episode is related to JSC “United Mining and Chemical Company” (UMCC), 100% of whose shares are state-owned and managed by the SPFU. Losses to the state amount to over UAH 111 million.
