Former policeman and tax officer Andriy Hmyrin has become the new "overseer" of the President’s Office for the fiscal market.
This was reported by the editor-in-chief of "Censor.net" Yuriy Butusov, referring to his sources.
"It can be stated that a stable group has been created in the President’s Office for direct influence on the shadow economy under the guise of ’ruthless struggle.’ Vadym Melnyk has been appointed as the head of the State Fiscal Service. And according to sources, Andriy Hmyrin has become the ’overseer’ of the shadow flows," the journalist reported.
The editor-in-chief of "Censor.net" points out that fiscal authorities are an extremely important resource, as control over them allows one to "profit from the mass of shadow markets that generate cash flow."
"The cigarette market, the alcohol market, conversion centers, illegal export of agricultural products, gas stations. Where there is cash that is not tracked and easily laundered, where there is no responsibility and no traces, where to ’earn’ leaders need only do nothing but just close their eyes for a while," notes Butusov.
The journalist reported that Hmyrin regularly appears in the President’s Office. For example, from March 1 to 17, he was in the building at least 6 times. The last time he was seen in the Office was in the morning of March 17.
Butusov believes that the President’s Office uses Hmyrin to extend its influence. In particular, they plan to change the heads of the Tax and Customs Services to people loyal to them. For example, Oleksandr Kucherenko —a career tax officer and former colleague of Hmyrin—is being promoted to replace the current head of the tax office Lyubchenko.
Despite the fact that the State Fiscal Service is at the stage of dissolution, Hmyrin has received all the necessary powers and influence. "The old police ’guard’ satisfies the Office’s staffing and financial hunger and expands its zones of influence. They need to hurry—within a few months, the powers of the State Fiscal Service will end completely. And they need to jump into some other seats. Ideally for them, if both the Bureau of Economic Security and the customs and tax services are in one set of hands," believes Butusov.
Hmyrin was born in 1983. From 2005 to 2013, he worked in the Ministry of Internal Affairs, dealing with economic crime. From 2015 to 2017, he served as an assistant to the head of the State Property Fund Ihor Bilous. Since 2019, he has been an associate professor at the University of the Fiscal Service.
