Lubinets appealed to the ICRC and the UN in connection with the murder of a Ukrainian prisoner of war
Russian occupiers cut off the head and limbs of what was probably a Ukrainian prisoner of war and posted the photo on social networks. The Ukrainian side has already contacted the ICRC and the UN.
This was stated by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets in his Telegram.
“This is not just a violation of the Geneva Convention relative to the Treatment of Prisoners of War, this is the behavior of monsters,” the ombudsman wrote.
He noted that according to international humanitarian law, no prisoner of war can be subjected to physical injury, violence or murder.
Considering the terrible footage, Lubinets urgently appealed:
- to the ICRC and the UN so that they document another violation of human rights by a terrorist country;
- to the Ukrainian law enforcement agencies so that they could verify the identity of the murdered prisoner and the fact of this crime.
Lubinets also emphasized that prisoners of war are in the hands of a hostile state, and it is the latter that is responsible for their treatment. Therefore, responsibility for murder and mutilation lies not only with Russian soldiers, but also with Russia itself.
In addition, the Verkhovna Rada Commissioner for Human Rights noted that the ongoing war is a hybrid one. By distributing similar photos and videos on social networks and committing such actions, the enemy wants to intimidate Ukrainians: both civilians and military.
“It seems like: look what we are capable of. But after such footage, one thing becomes clear: it is impossible to forget and forgive this! There must be punishment for crimes,” Lubinets summed up.
